City of Bushnell Council met April 1.

Here is the minutes provided by the council:

Mayor Wilt called the meeting to order.

The Pledge of Allegiance to the Flag was given.

Mayor Wilt recognized guests: Jeff Borders, FOP representative Doug Crawford, Donald Brush

Mr Brush wanted to know if Real Estate had any answers to his request to abandon Blain Street to him.

Ald. Coates had several questions which she had tried to obtain from Mr Brush through a phone call but he hadn’t answered and didn’t return her calls. Ald Coates will look back at her notes on the subject and try contacting him again.

Dan Cortelyou, Jim Miller, and Justin Griffith entered council at 5:33 p.m.

City Treasurer presented Budget requests made by City Supervisors and City Chairs. The Budget will be finalized for review at the next council meeting.

Ald. Lorton made a motion to approve the consent agenda, which include the following items;

1. Approval of March 18, 2019 Minutes

2. Approval of February 2019 Financial Report

3. Accept and pay March Bills

It was seconded by Ald. C. Howell. A roll call vote was taken and the results of that vote are as follows:

Ad Hoc (Mayor’s Report)

1. Mayor Wilt is pleased with the new Mexican restaurant Los Cantaros.

2. Mayor Wilt was informed the council meeting is no longer covered by The Voice, because of the recent vacancy. She will call and see if they have plans to replace their reporter soon.

3. Mayor Wilt doubled checked is the abandon property owned by George Spangler what on the Real Estate list for the possible grant. She has had complaints on the property.

4. Mayor Wilt reminded the Council that Election Day is Tuesday April 2, 2019 from 6:00 a.m. to 7:00 p.m. for all residences at the Bushnell Recreational and Cultural Center.

Personnel/Finance/Budget

1. Ald. Norton reported their P&F meeting held at 3:00 pm was over bills to pay and budget requested items.

2. Ald. Norton has also approached Union representatives for the future talks.

Public Works

Ald. Miller will have a meeting on April 2, 2019 at City Hall at 3:00 p.m. to discuss the deep well project with City Engineers and TEST.

Greg Faulkerson, with TEST, reported he has been the company for 3 months now and is pleased to be a part of the City System. He also would like to present budget requests to Dan Cortelyou for his final report.

Police/Liquor/ESDA

1. Police Activity Report was submitted for March.

2. Next Meeting will be held April 8, 2019 4pm at Police Complex.

3. Ald. Allen met with Kathy Dinger, Chief Police Joe Fosdyck and school board representatives on the possibility of a Resource Officer. A 3 year contract between will be drawn up by both the City Attorney Nicole Humbert and the schools Attorney, to be reviewed by both parties as a way to clarify all needs are met by the City and the School system.

4. ESDA director Jeff Rench advised an Emergency training is scheduled for Tuesday April 9, 2019 at 6:00 p.m. Potential area will include the Golf Course. Next meeting is April 8, 2019 at 3:30 pm.

Real Estate

Ald. Coates is still waiting on the potential grant to clean up abandon properties.

MAEDCO

1. MAEDCO Executive Director, Kim Pierce, advised there will be a board meeting Tuesday, April 8, 2019.

2. Pierce reported the CEO Board was in the process of reviewing references for the facilitator position. She also said, there are 20 students enrolled representing all three school districts.

Attorney

The squad car and other miscellaneous items that are ready to be sent to an auction company only needs council approval.

Ald. Lorton made the motion to hire Kelso’s Auction service to sell the items the City needs to be relieved of. It was seconded by Ald. Coates. A roll call vote was taken and the results of that vote are as follows:

Attorney Humbert opened the only bid for 748 N Sperry Street which was presented by Bob White Construction for the Tiny Vet’s Home in the amount of $10.00.

Ald. Norton made a motion to accept the $10 bid for 748 N Sperry if it were used by Bob White construction to build the Tiny Vet Home. It was seconded by Ald. M.Howell. A roll call vote was taken and the results of that vote are as follows:

A motion was made by Ald. Norton to go into executive session to discuss Appointment, employment, compensation, discipline, performance or dismissal of an employee of the public body or legal counsel for the public body, pursuant to Sec. 2© (1) of the Open Meetings Act. It was seconded by Ald. Lorton. A roll call vote was taken and the results of that vote are as follows:

Ald. Glisan made a motion to give the three police officers who worked January 30, 2019, 4 hours in compensation time. It was seconded by Ald. Lorton. A roll call vote was taken and the results of that vote are as follows:
