City of Beardstown City Council met April 2.

Roll Call

The City Council of the City of Beardstown, Cass County, Illinois, met in regular session Tuesday, April 2, 2019 at Beardstown City Hall, 105 West Third Street at 6:43 p.m. At the above time and place, the following members were present: Mayor Leslie Harris, City Clerk Brian Ruch, Alderpersons Gabe Seward, Ron Culves, Robert Burget, Mary Davis, Tom Penwarden, Tim Harris, Tracey Price and Sally Lael. Absent: none. There being a quorum present, the meeting was called to order.

Public Comment

There were no public comments.

Minutes Approved

Motion by Lael, seconded by Burget "That the reading of the minutes of the meeting held March 19, 2019 be dispensed with, that the minutes be approved as published." passed unanimously by voice vote.

Consent Agenda Filed

Motion by Seward, seconded by Davis "That the Consent Agenda be approved." passed unanimously by roll call vote under the Omnibus Vote Designation.

Disbursements for the period ending April 2, 2019.

Ordinance - Ordinance Ambulance Service Western Cass County

Motion by Harris, seconded by Burget "That an Ordinance Authorizing Ambulance Service Execution of an Intergovernmental Agreement with Cass County, Eastern Cass Illinois be adopted." passed by 8-0 roll call vote. Yea: Burget, Culves, County

Davis, Harris, Lael, Penwarden, Price and Seward. No: none. Absent: none. (Agreement is to provide ambulance service for Eastern Cass County)

Ordinance - Ordinance Ambulance Service Western Cass County

Motion by Burget, seconded by Lael "That an Ordinance Authorizing Execution of an Intergovernmental Agreement with Cass County, Illinois be adopted.” passed by 8-0 roll call vote. Yea: Burget, Culves, Davis, Harris, Lael, Penwarden, Price and Seward. No: none. Absent: none. (Agreement is to provide ambulance service for Western Cass County)

Resolution Bicycle/Walk Path Committee

Motion by Seward, seconded by Lael “That a Resolution Authorizing Establishment of Bicycle and Walking Path Committee be adopted.” passed by 8-0 roll call vote. Yea: Burget, Culves, Davis, Harris, Lael, Penwarden, Price and Seward. No: none. Absent: none.

TIF Agreement Sally's 4th Street Bistro

Motion by Davis, seconded by Penwarden “That a TIF Agreement in an amount not-to-exceed $30,561.92 with Sally Weishaar d/b/a Sally's 4th Street Bistro be approved." passed by 8-0 roll call vote. Yea: Burget, Culves, Davis, Harris, Lael, Penwarden, Price and Seward. No: none. Absent: none.

Purchase- Zero Turn Exmark Mower

Motion by Burget, seconded by Price "That a quote in the amount of $4,999.00 from Herter's Sales & Services for an Exmark 52” deck mower for the Cemetery Department be approved." passed by 8-0

roll call vote. Yea: Burget, Culves, Davis, Harris, Lael, Penwarden, Price and Seward. No: none. Absent: none.

Use of Art Zeeck Park-Cinco De Mayo Celebration

Motion by Davis, seconded by Price "That a request from the Amigos Unidos Committee for the use of Art Zeeck Park on Sunday, May 6, 2019 for the Cinco De Mayo celebration be approved." passed unanimously by voice vote.

Mayor Harris informed Mary Keaton was hired as the Mayor's Administrative Assistant. Harris attended an Exchange Club meeting and signed a Proclamation declaring April as Child Abuse Prevention month.

City Council thanked Police Chief Coad for recognizing the officers for their performance during the crisis at Beardstown High School.

There being no further business to come before the Council, the meeting adjourned at 6:58 P.M. on the motion by Davis, seconded by Burget.
