Brown County Community Unit School District No. 1 Board of Education met June 26.

Here is the minutes provided by the board:

The meeting of the Board of Education was held on Wednesday evening, June 26, 2019 at 5:45 p.m. in the Brown County Board of Education Office, 503 NW Cross St, Mt. Sterling.The meeting was called to order by Blakeley. The minutes were recorded by Casey Perry.

The meeting began with a Budget Hearing at 5:45. The District went over budget in FY19. Personnel was over budget partially due to student needs and hiring qualified personnel. The Union Contract was also not complete before the budget, which caused some unexpected costs in personnel. Another unforeseen increase was multiple athletic teams moved on to state tournaments and the District pays for the costs of these activities.

The Regular Board of Education meeting was called to order at 6:00pm by Secretary James Blakely. Following the Pledge of Allegiance a roll call was taken with Blakeley, Fullerton, Heinecke, Hughes and McCaskill in attendance. Krupps and Blaesing were absent.

In attendance: Pollee Craven, Shelly Sheffler, Kris Gallaher, Tracy Conley, James McKay, Chris Miller, Wendy Wegs, Payton Wegs, Jordan Craven, Dave Ferrill, Gail Gallaher, Kennedy Gallaher, Kristi Laning, Jacob Laning, Judy Sieben, Diane Wagner, Tom Little, Pete Jenkins, Emily Frank, Alexa Blaesing, Mary Frank, Dan Long.

Public Comment speakers: Mr. Chris Miller, FFA Advisor, introduced Jacob Laning who is the President of FFA. Laning presented awards that he and his peers received at the June FFA Convention. The FFA Parliamentary Procedures Team won 8th in the State, the team consists of Kennedy Gallaher, Logan Wilson, Marcus Perry, Jacob Laning, Alexa Blaesing and Ashton Connor. Peyton Wegs, Mary Frank and Jordan Craven also received awards at the FFA Convention.

Mr. Tom Little presented to the board that each year during a home football game, he would like to honor former BCHS football teams. This would bring former players together at the field they played on and they would be recognized during half time of the game.

Motion by McCaskill, seconded by Hughes, to approve the consent agenda.

Committee Reports: New Math Curriculum at the Elementary School. Go Math series will be replaced with Bridges In Mathematics. Full time counseling at the Middle School. Advanced Placement courses in English, Calculus, and Social Studies at the High School.

Motion by Hughes, seconded by Heinecke, to Approve Amended 2018-2019 Fiscal Year Budget as presented.

Motion by Fullerton, seconded by Heiecke, to Approve Acceptable Usage Policy for Staff & Students Network, Internet Access and Bring Your Own Device (BYOD) Program Participation Authorization and Responsible Use Agreement for Staff & Students and Student-Assigned Laptop Program Expectations.

Motion Carried.

Motion by Heinecke, seconded by Fullerton, to Authorize the Superintendent and/or designee to properly dispose of supplies or equipment that are considered to be outdated, non-working or items with no value.

Motion carried.

Motion by McCaskill, seconded by Hughes, Approve the revised 2019-2020 school calendar.

All emergency days will be placed at the end of the school year, where in the past they were used during Spring Break time which often was the cause of no spring break.

Motion by Blakeley, seconded by Fullerton, to Approve FY 2019-2020 Registration & Book Rental Fees. Elementary Fee is $100.00. Middle School Registration fee is $125. High School Registration fee is $150. Elementary fees increased by $25 due to consumables used, all other fees are the same.

Motion by Blakeley, seconded by Fullerton, to Approve FY 2019-2020 Breakfast, Lunch and Milk prices. The last 3 years the District has been a part of a CEP Program and K-8 student meals have been free. This year the district did not qualify for this program. USDA also requires a minimum of $2.92 which also causes an increase. Elementary Lunch $3.00, Breakfast $2.00 and Milk $.50. Middle School Lunch $3.00, Breakfast $2.00 and Milk $.50. High School Lunch $3.25, Breakfast $2.00 and Milk $.50

Motion by Fullerton, seconded by Heinecke, to Approve Consolidated Grant Plan for ISBE

Motion by McCaskill, seconded by Fullerton, to Approve the Bid from Neal Roberts for the repair of cracks, sealant, and striping of the BC High School Parking Lot for $7192.

First Reading of Press Policy #Issue 100 was presented to the board.

Motion by Fullerton, seconded by Blakeley, to go into closed session to approve any matter discussed in closed session as necessary including the approval of personnel employment, release, and other personnel items that may require action, and limited to those matters authorized for discussion in executive session by motion of the Board. Closed Session on the following subjects: a) the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the School District h) the placement of individual students in special education programs and other matters relating to individual students; or other matters appropriate for a closed meeting pursuant to the Open Meetings Act. at 7:10 pm.
