City of Bushnell City Council met Feb. 21.

Mayor Wilt called the meeting to order

The Pledge of Allegiance to the Flag was given.

*City Treasurer Betsy Rench stated that the city portion of IMRF was 9.05%, that is down from Last year.

*Rench has got a list of covid calls from the fire department and is linking them with the police Department so we can get reimbursed from the Cure money for those calls.

National Mentoring Month

Guests: Brandon Rench, Evan Rhodes

*Mayor Wilt read a proclamation for National Mentoring month and thanked the two for their Participation. This is the 20th Anniversary for the Big Brothers Big Sisters of the Mississippi Valley.

Consent Agenda

Ald. Lorton made a motion to approve the consent agenda which includes.

1. Approval of Minutes from January 4, 2022

2. Accept December Financial/Treasurers Report.

Ald. Coates seconded the motion. A roll call vote was taken with the results as follows:

Ad hoc (Mayor’s Report)

*Mayor Wilt stated that she had met the new owners of Ludlum’s, now Bushnell Market, and Was very impressed with their friendliness and commitment to community.

*Mayor Wilt asked the council to relate to the people in their wards about the process of Snow removal. Street Supervisor David Raymond said they usually wait until there is About 3” and depending on the temperature to start plowing. They can’t do anything about Driveways, because there is no where else to push the snow.

*The Rec Center is now being cleaned by Chris Martin.

McDonough County CEO Program

*Mayor Wilt explained that we have been paying $1000.00 a year for the last 3 to the CEO program. That contract is now up.

Ald. Norton made a motion to pay the CEO program $1000.00 for the next 3 years. Ald. Allen seconded the motion. A roll call vote was taken with the results as follows:

*Mayor Wilt handed out sheets with the new committee assignments

Personnel/Finance/Budget

*Employee Compensation

Public Works

*Approval to spend $4500 to $4700 to cut 2 protruding taps inside of main.

Ald. Lorton made a motion to approve spending $4500 to $4700 to cut 2 protruding taps inside Of the main. Ald. Norton seconded the motion. A roll call vote was taken with the results as follows:

*Utility Supervisor Joe Fosdyck handed out information on Net metering/ net billing. A new Policy has to be passed by the 1st meeting in March, to either go with new metering or net Billing.

*Fosdyck stated that Chris Walker started Monday, January 17th in the Electric department, and He is still looking for a meter reader/gas serviceman.

Police/Liquor/ESDA

*Minutes from the 1/4/2022 meeting

*The committee recommends to approve Special Event Liquor License for Teller’s on 2/12/2022

Ald. Lorton made a motion to approve Special Event Liquor License for Teller’s on 2/12/2022. Ald. Norton seconded the motion. A roll call vote was taken with the results as follows:

*Jeff Rench with ESDA stated they have been keeping an eye on the weather. Rench also Commented that the Fire Department has been really busy answering call

Real Estate/Parks/Recreation

*Ald. Coates reported that the gym door at the Rec Center was left open again.

Engineering Report

*Ald. Lorton made a motion to accept Change order #3-time extension on the New Deep Well #4. Ald. Norton seconded the motion. A roll call vote was taken with the results as follows:

*Ald. Norton made a motion to accept the final and balancing change pay estimate and final and balancing change order for $39,145.23. Ald. Lorton seconded the motion. A roll call vote was taken with the results as follows:

Norton made a motion at 6:20 to go into Executive session for a) Appointment, employment, compensation, discipline, performance or dismissal of an employee of the public body or legal counsel for the public body, pursuant to Sec. 2 © (1) of the Open Meetings Act. Ald. Coates seconded the motion. A roll call vote was taken with the results as follows:
