City of Bushnell City Council met Feb. 7.

Here are the minutes provided by the council:

Mayor Wilt called the meeting to order.

The Pledge of Allegiance to the Flag was given.

*City Treasurer Betsy Rench stated she would be starting budget meetings this week.

Consent Agenda

Ald. Lorton made a motion to approve the consent agenda which includes.

1. Approval of Minutes from January 17, 2022

2. Approve December Financial report

3. Approve and Pay January Bills

Ald. Coates seconded the motion. A roll call vote was taken with the results as follows:

Where upon Mayor Wilt declared the motion carried

Ad hoc (Mayor’s Report)

*Mayor Wilt stated that the claim we submitted for DCEO cures money got approved and the City will be receiving $100,10.43.

*Mayor Wilt will be speaking at Women’s club next Wednesday at the Rec Center.

Personnel/Finance/Budget

*Nothing to report

Public Works

*Minutes from 1/20/2022 meeting

*Hoerr construction cut out 3 protruding taps on Dean St.

*Greg Fulkerson from TEST stated that they will be starting up well #4 for the next 2 days to Do some testing. They will also have to do cross-connection and lead line surveys.

*Four blocks on Washington Blvd. need attention soon. Megan Crook from IMEG said we can Start applying for grants in the spring.

*Mayor Wilt asked Street Superintendent David Raymond about plowing the alleys. He stated That there are too many things in the alley that the plows can run into, damaging the plows, And people’s property. There is also a problem of what to do with all that snow.

*Utility Supervisor Joe Fosdyck stated that the price per therm for gas is $3.68, last year we paid $2.50 per therm, the Utility board suggested holding off on locking in the price for a while.

*Fosdyck suggested that in order to recoup the $1.2 million dollars the city paid out for gas last Year, that we raise the gas rates by .10 per therm. At this rate it will take about 5 years to Recoup the loss.

Ald. Norton made a motion to raise the rates .10 per therm for gas until we make up the 1.2 million.

Ald. Lorton seconded the motion. A roll call vote was taken with the results as follows:

Police/Liquor/ESDA

*Next meeting Monday, February 14, 2022 4:00 @ complex

Ald. Lorton made a motion to hire Anthony Taylor for a full-time police position. Ald. Coates seconded the motion. A roll call vote was taken with the results as follows:

Ald. Allen “aye”           Ald. Webb “aye”

Where upon Mayor Wilt declared the motion carried.

*Jeff Rench with ESDA reported that the would be starting the second portion of hazard Mitigation soon.

*Rench also reported that the Fire Department will be starting an EMT class next week.

Real Estate/Parks/Recreation

*Next meeting Tuesday, February 15, 2022 @ 4:00

Engineering

*Megan Crook stated that the documents were ready to open bids to dredge the West Side Lagoon.

MAEDCO

*MAEDCO director Kim Pierce stated that the enrollment at WIU was up for the Spring semester

*Pierce stated Amtrac is working with Missouri to get rail service to Hannibal.

*Pierce stated there are a couple projects in discussion for the old Farm King and Kmart Buildings.

*CEO will be having Battle of the Bands in March @ Western

*CEO has 18 students for next year.

*WIRC is still looking for a new director.

Economic Development

*Next meeting February 28, 2022, 4:00 @ City Hall

*Ald. Allen stated the committee is working on zip code day. They are getting quotes from King’s For T-Shirts, and are looking for someone with a drone to take pictures.

Attorney’s Report/Ordinances & Resolutions

*City Attorney Chuck Leageler stated he would be going to Ordinance court on Tuesday.

*Leageler also stated he would be filing a complaint against a former employee for not returning his uniforms.

Ald. Allen made a motion to adjourn
