City of Macomb Committee of the Whole met Feb. 14.

Here are the minutes provided by the committee:

The Committee of the Whole, of the Macomb City Council, met in the City Council Chambers at 5:15 p.m. located in City Hall at 232 East Jackson Street, Macomb, IL.

Mayor Michael Inman called the meeting to order.

Roll call was taken and the following were present: Aldermen Mike Wayland, John Vigezzi, Don Wynn, Tom Koch, Ashley Katz, Tammie Leigh Brown-Edwards and Dennis Moon.

In addition to the Mayor, City Clerk Melanie Falk and Aldermen, City Attorney Lisa Scalf, and City Administrator Scott Coker were present.

Public Comment.

The first item on the agenda for discussion was on an ordinance to authorize the City of Macomb to sell surplus real estate. This ordinance had first read last Monday night. City Attorney Lisa Scalf provided an amended version of the ordinance. New paragraph F would permit successful bidder of more than one parcel to withdraw those supplemental bids. The discussion was, if someone is looking in a particular area or particular parcel, they may bid on multiple parcels but really only want to end up with one. This procedure would permit them to withdraw other bids, still requiring one purchase, bringing those parcels back to council to consider the remaining bids on that parcel.

Alderman Brown-Edwards asked if notification would be sent to all bidders.

City Attorney Scalf stated no, only the successful bidders would be notified.

There was no further discussion and Mayor Inman stated the amended ordinance would be placed on the agenda for second reading and final action at next Tuesday night’s meeting.

There was no further business.

Upon a motion being duly made by Alderman Vigezzi, seconded by Alderman Koch to move into executive session to consider information relative to: a). Appointment, employment, compensation, discipline, performance or dismissal of an employee of the public body or legal counsel for the public body, pursuant to Sec. 2 (c)(1) of the Open Meetings Act., and b). Collective Bargaining matters between the public body and its employees or representatives or deliberations concerning salary schedules for one or more classes of employees, pursuant to Sec. 2(c)(2) of the Open Meetings Act., upon question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz, Brown-Edwards and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned into executive session at 5:18 p.m.

Upon a motion being duly made by Alderman Vigezzi, seconded by Alderman Wayland to move back into open session, all Aldermen voting “Aye” by voice vote, Mayor Inman declared the motion carried and they adjourned back into open session at 6:04 p.m.

Upon a motion being duly made by Alderman Vigezzi, seconded by Alderman Wayland to adjourn the meeting, all Aldermen voted “Aye” by voice vote with no “Nay” votes, Mayor Inman declared the motion carried and they adjourned the meeting at 6:05 p.m.
