City of Pittsfield City Council met July 5

City of Pittsfield City Council met July 5.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Bill Grimsley, Kevin Ketchum, Paul Lennon, Chris Little, Robert Ritchart, Beth White, and Robert Wilson. Alderman Chris Little and Kevin Wombles were absent. Mayor Mendenhall presided.

Alderman Wombles moved to approve June 21, 2022 city council minutes.

Alderman Lennon seconded the motion.

Roll Call: Yea: Grimsley, Lennon, Ritchart, White (4)

Nay: NONE (0)

Present: Ketchum, Wilson (2)

The motion carried.

Mayor’s Announcements:

The King Park Dog Park grand opening was Saturday, June 25.

The Park Board meeting was held this week at City Hall, mayor attended the meeting, it was a very good meeting.

Mayor and City Clerk me with Jayne Peiper and Kathy Hull from Blessing in reference to the Be Well at Work Program.

Mayor Mendenhall and Water Superintendent Shane Allen have been working the Lead Service Line Replacement Plan, the final plan will be due to the EPA April 2027.

Jeff Olson from Hansen Engineering has been working with Mayor Mendenhall and Mark Gerard in reference to the Tree Removal Bid.

Mayor Mendenhall is in the beginning stages of conversations with the County Baseball/Softball group in reference to running the leagues through the Park Board. This was discussed with the Park Board at their recent meeting.

Mayor Mendenhall has been working with Geared-Up regarding shirts for City employees. Mayor Mendenhall has met with Chris Nichols regarding a new building at the Industrial Park. We have been working to obtain our portion of the Road & Bridge tax from two township that was not distributed properly during tax distribution.

Alderman Ritchart moved to approve Ordinance No. 1701 – An Ordinance Authorizing Lease of Municipally Owned Real Estate.

Alderman Ketchum seconded the motion

Alderman Lennon moved to suspend the rules and have the second reading of Ordinance 1701, by title only.

Alderwoman Grimsley seconded the motion.

The motion carried.

Alderman Wombles moved to approve Ordinance No. 1701, by title only, on its second reading. Alderman Lennon seconded the motion.

The Lease Agreement with Carpe LLC was reviewed, Mr. Hollahan will make the recommended changes.

Alderman Ritchart moved to allow for closure of Mississippi Street from Washington Street to Fayette Street on July 17, 2022 4 pm to 9 pm.

Alderman Grimsley seconded the motion.

An Ordinance Committee meeting will be held on July 19 at 5:15 pm to discuss Stop Signs in Country Roots Subdivision and Building Codes.

Ed Knight reported that he has heard from the USDA grant monitor and with a few minor changes to the narrative it looks very promising that we will receive the grant.

Mayor Mendenhall noted that the IML Conference is September 15 – September 17. Any alderman who wishes to go will need to let the Clerk know so that registration can be completed.

Mayor Mendenhall and City Clerk Moffit have been working with the County Clerk and Treasurer’s office to rectify an issue with the distribution of the city’s portion of the Road and Bridge distribution from Pittsfield Township and Newburg Township for the 2020 tax year. The amount should be approximately $47,000.00

Alderman Ritchart moved to pay bills as stated by City Clerk.

Alderman Ketchum seconded the motion.

New Business:

Alderman Ritchart asked the status of the Merry-go-round, Mayor said that they are repairing it. Alderman Grimsley would like to see limb and tree trimming like was done las year.

Alderman Lennon announced this would be his last meeting until the end of December. He is leaving for his hike across the Pacific Crest Trail, he can be followed on Facebook under The Adventures of Tom Bombadil.

Alderman Ketchum asked the status of the lagoon. Mr. Reinhardt has been contacted by the original contractor and they are still interested and should been work in the fall.

Alderman Wilson asked Mr. Hollahan for an update on the former Irving Building property. Mr. Hollahan will update next council meeting.

Ed Knight updated on Lot 4 of the Industrial Park, it will need to be surveyed and split due to the water shed running through the middle of the lot.

Mayor Mendenhall updated on the status of the expansion of the Industrial Park. We are waiting for a letter of intent from In City Farms. If they provide a letter of intent we would have the ability to apply for grants to absorb a portion of the expansion cost.

Mayor Mendenhall distributed retyped Industrial Park Covenants. There have been no changes just retyped for legibility.

Tom Reinhardt was able to have Keck Plumbing repair the drain on the baby pool. Unfortunately, the pool is still leaking but he believes he has identified the problem and will work on the repair tomorrow.

Alderwoman White moved to adjourn this meeting at 6:43 p.m.
