City of Pittsfield City Council met July 19.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Bill Grimsley, Kevin Ketchum, Chris Little, Robert Ritchart, Beth White, and Alderman Kevin Wombles. Alderman Robert Wilson and Alderman Paul Lennon were absent. Mayor Mendenhall presided.

Alderman Wombles moved to approve July 05, 2022 city council minutes.

Alderman Lennon seconded the motion.

Nay: NONE (0)

Present: Little, Wombles (2)

The motion carried.

Alderman Grimsley moved to accept the Zoning Committee’s recommendation to approve the variance request of Eugene & Phyllis Sethaler, owners of 319 Clarksville Road, to construct a garage which will leave two feet (2’) between and accessory building and the main building instead of the required ten (10’) feet.

Alderman Ketchum seconded the motion.

Alderman Wombles moved to approve the June 2022 Treasurer’s Report.

Mayor Mendenhall read a letter of resignation from Wanda Martin, City Treasurer.

Alderman Ritchart moved to accept the resignation of Wanda Martin, as City Treasurer, effective July 31, 2022.

Alderman Wombles moved to accept Mayor Mendenhall’s appointment of Stacey Helms to the position of City Treasurer effective August 1, 2022, to serve until the next election in April, 2023, at which time the position will be filled by election.

Tom Reinhardt explained that Harrison Lane recently purchased a property on Kellogg Street that had two mobile homes and one house. Mr. Lane demolished the home and would like to replace it with a mobile home or possibly two. The current ordinance prohibits more than residential building on one lot. Mr. Hollahan does not believe that this would be a variance request, the Ordinance would need to be amended. The Ordinance Committee will meet on July 26 at 5pm to discuss the matter.

Mayor’s Announcements:

A meeting was held with John Hoover, the Airport Farm Lease tenant. Mr. Hoover proposed some improvements to the property and will put his suggestions in writing and submit for review. The Civil War Reenactment Board met with Mayor Mendenhall and Ed Knight and presented stats from the reenactment, which showed how many people attended, how many hotels, restaurants, etc. were utilized. The number were up from last year.

Mayor Mendenhall attended the Garden Tractor Pull at Lake Pittsfield and the Fly-In at the Airport. Mayor Mendenhall submitted a letter to corporate offices of all Pittsfield gas stations to inquire about gas rates.

Mayor Mendenhall has been working closely with Chris Nichols on the purchase of Lot 4A at the Industrial Park.

Mayor Mendenhall and Shane Allen have been working on the EPA requirement of the lead pipe replacement plan. 120Water will give a presentation to the Water Committee on August 4 at 4:30 pm. Mayor Mendenhall met with the Historical Society in reference to the Lame House on Fayette Street. Mayor Mendenhall has worked with Jeff Olson from Hansen Engineering about the bid process for tree removal at the airport.

The Two Rivers Building repair was completed last week.

Mayor Mendenhall will be on vacation July 22 thru July 31 and appoints Alderman Kevin Wombles as Mayor Pro Tem.

Alderman Ketchum moved to accept the Ordinance Committee’s recommendation to direct Attorney Hollahan to prepare an ordinance to place 3 stop signs in the Country Root Subdivision as well as one stop sign in the Industrial Park, and to prepare an ordinance to omit or amend Section 156.045a. Alderman White seconded the motion.

Alderman Wombles moved to accept the Economic Development Committee’s recommendation to approve the Plat Survey to divide Lot 4 of the Industrial Park.

Alderman Little seconded the motion.

Alderman Ketchum moved to approve the sale of Lot 4A of the Industrial Park to Chris Nichols for $16,250.00

New Business:

Thursday at 5pm the Jack Kirk Drive road dedication will be held at the Industrial Park.

Max Middendorf stated that we had received Rural Development approval and a preconstruction date will need to be set for Well # 4. Maysville Bridge plans submitted to IDOT. We had a surge and a valve that failed and has been repaired.

Alderman Ritchart stated that a construction trailer is parked on the sidewalk by the Reachout.

Alderman Grimsley asked the status of the grain bin removal. Mayor stated that the company that has been contracted to remove them had to purchase equipment and removal should be begin anytime.

Alderwoman White asked the Status of the Milling contract, Alderman Wombles is working with Max Middendorf on that.

Alderwoman White also asked the states of the Fair Memorial intersection, Max Middendorf stated that plans are complete and Bid documents are being prepared.

Alderman Wombles stated that Callendar Construction should start the repair on 325th Avenue as soon as we clean the ditches so that a JULIE can be called in.

Alderman Little asked about a property on Jackson Street. Mr. Reinhardt stated that the owner is in the process of demolition. Alderman Little also stated that the patchwork looks great, he would note that patchwork is desperately needed at Orchard and Perry.

Ed Knight stated that Picture Pittsfield has been in contact and Rotary would like to furnish material for shelter at the disc golf course if the City provides labor. This will be placed on the agenda for council to review.

Alderman Little asked for an update on the pads at the lake. Mr. Reinhardt stated 5 are planned for this year.

Closed session was not necessary.

Alderman Wombles moved to hire Harmony Clendenny as a Police Officer pending successful completed of the power test.

Alderman Ritchart seconded the motion.
