McDonough County Board met Oct. 21.

Here are the minutes provided by the board:

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse, in Courtroom 201 at 7:00 p.m. Roll call resulted in 20 present, and 1 absent. Board Member Lee Calvert was absent. Sheriff Nick Petitgout made the opening declaration. Chair Schwerer led the Pledge of Allegiance.

EXHIBIT 1

Board Member McGrew moved with a second by Board Member Kipling to approve the minutes of September 21, 2022. Motion carried with a voice vote.

EXHIBIT 2

The report from Public Defender, Stephanie Hilton for the month of September, 2022 was received and filed.

EXHIBIT 3

The report of Sales Tax collected in July, 2022 was received and filed. County Sales Tax, Public Safety Tax, Cannabis Tax, and Transportation Tax.

EXHIBIT 4

The report of Balances and Investments from County Treasurer Graves for the month of September, 2022 was received and filed.

EXHIBIT 5

The report of Circuit Clerk Fischer for the month of September, 2022 was received and filed.

EXHIBIT 6

Board Member Aurelio moved with a second by Board Member Clark to approve the report from County Clerk DeJaynes on Warrants Issued in Vacation for the month of September, 2022. Motion carried with a roll call vote of 20 yeas, 0 nays, 0 pass, and 1 absent as Exhibit 6A.

EXHIBIT 7

The Transfer of Appropriations of Monies was referred to the Finance Committee. Finance Chair Hiel reported the finance committee did not transfer any funds as Exhibit 7A

EXHIBIT 8

Board Member Aurelio moved with a second by Board Member Cortelyou to approve the report of the Finance Committee as read. Motion carried with a roll call vote of 20 yeas, 0 nays, 0 pass, and 1 absent as Exhibit 8A.

EXHIBIT 9

Board Member Nissen moved with a second by Board Member Marcott to dispense with the reading of the claims report and to approve it as approved by the Claims Committee. Motion carried with a roll call vote of 20 yeas, 0 nays, 0 pass, and 1 absent as Exhibit 9A.

EXHIBIT 10

Chad Lucas with Sikich gave a presentation on the County’s 2021 budget.

EXHIBIT 11

Board Member Foster moved with a second by Board Member Cox to approve the Agreement with Maurer Stutz for Phase 1 Engineering for Bergen Road Bridge (CH-26). Motion carried with a roll call vote of 20 yeas, 0 nays, 0 pass, and 1 absent as Exhibit 11A.

EXHIBIT 12

Board Member Cox moved with a second by Board Member Helling to approve Moving to Phase 2 with the Architects for the Courthouse. Phase 1 has already been completed. Motion carried with a roll call vote of 20 yeas, 0 nays, 0 pass, and 1 absent as Exhibit 12A.

EXHIBIT 13

Board Member Clark moved with a second by Board Member Litchfield to approve the Resolution Allowing Computer Generated Inoculation Forms. Motion carried with a voice vote.

EXHIBIT 14

Keith Krohe was present to discuss the contract.

Board Member Aurelio moved with a second by Board Member Clark to approve the Contract to Renew Symetra at $95,000.00. Motion carried with a roll call vote of 19 yeas, 0 nays, 1 pass, and 1 absent as Exhibit 14A.

EXHIBIT 15

Board Member Cox moved with a second by Board Member Foster to approve the Agreement with Attorney Joseph Murphy for the CO2 Pipeline. Motion carried with a roll call vote of 20 yeas, 0 nays, 0 pass, and 1 absent as Exhibit 15A.

EXHIBIT 16

A discussion was held regarding the pipeline.

Board Member Chapman moved with a second by Board Member Foster to approve a Resolution for a Two Year Moratorium on the CO2 Pipeline. Motion carried with a roll call vote of 20 yeas, 0 nays, 0 pass, and 1 absent as Exhibit 16A.

EXHIBIT 17

None.

PUBLIC COMMENT

Danielle Anderson with Navigator CO2 went over highlights of the safety measures that are put in place for the CO2 pipeline. Zack Shreves a field representative for the Laborer’s, Operator’s, Pipefitter’s, and Teamster’s Union spoke on behalf of approximately 35-40 union members that were present, they are in support of the pipeline as it would create jobs. Most of the people present were in support of the pipeline which the majority of those were Union members, while some non-union people were opposed to it.

Chair Schwerer honored the passing of K.T. Wright, he was a long-time rabies officer in McDonough County and was a member of the MDH Board. Schwerer informed the Board that negotiations have begun with the Highway Department and 911 employees.

Chair Schwerer entertained a motion that Days and Miles are checked, roll be called, and the Board adjourn until Wednesday, November 16, 2022 at 7:00 p.m. Board Member McGrew moved with a second by Board Member Kipling to adjourn the meeting. Motion carried with a roll call vote of 20 yeas, 0 nays, 0 pass, and 1 absent. With no further business to discuss the meeting adjourned at 7:36 p.m. Sheriff Petitgout gave the closing declaration.
