City of Dallas City City Council met Nov. 9.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on November 9, 2022, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Deana Ferrill, David Shelley, Tracy Markey, Doug Erickson, Gary Smith, and Mariah Wallace.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the October 26, 2022, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

David Shelley appeared on behalf of Subsurface Solutions regarding a precision locator that is used to find underground water and sewer lines. He discussed and answered questions regarding two different models, a RD7200 and a RD8200. Mr. Shelley feels that the RD7200 model, which is the cheaper of the two models, would be the best one for the city. It is the latest version of this kind of device, includes a 3 year warranty, free lifetime training, and has an average life span of 20 years. The cost of the RD7200 model is $4,650 or $5,700 with rechargeable batteries. Mayor Six has spoken to the City of Nauvoo. They have this type of device that they purchased from Subsurface Solutions, and they are very satisfied with it. A motion was made by Olson, and 2nd by Northup to purchase the RD7200 with rechargeable batteries from Subsurface Solutions for $5,700. McDowell, Newberry, Northup, Olson, and Six AYE.

Police Chief Gary Smith gave his report for the month of October. Officers Espinoza and Hardy are scheduled to graduate from the Part-Time Academy on December 3. Police Chief Smith recently participated in the Hancock County Teen Court. Police Chief Smith and Officer Foster will be participating in a meeting with the Dallas City Elementary School Safety Team to discuss the school and county response plan to an active shooter at the school. The 2017 Explorer was recently serviced and had all 4 wheel bearings replaced.

Police Chief Smith informed the council that he has been unable to locate the necessary parts to repair the shotgun for the 2020 Explorer. He requested that the council purchase a Remington Express Synthetic Tactical 7 Round 12 Gauge Pump Shotgun, which is an identical shotgun to the one that is in the 2017 Explorer. The lowest price that Chief Smith has been able to find is from Midway USA for $399.99, but it has to be delivered to a Federal Firearms License Dealer. Commissioner Northup is a Federal Firearms License Dealer and is willing to order this shotgun for no charge. A motion was made by Northup, and 2nd by Olson to purchase a Remington Express Synthetic Tactical 7 Round 12 Gauge Pump Shotgun from Midway USA for $399.99 and have it delivered to Federal Firearms License Dealer Harold Northup Jr. McDowell, Newberry, Northup, Olson, and Six AYE.

Deana Ferrill discussed the upcoming Christmas projects. She requested that the city consider making a donation for Christmas with Santa for the local children and Christmas for Kids for their Toys for Tots drive. A motion was made by Newberry, and 2nd by McDowell to donate $1,000 to be used for the Christmas with Santa and the Christmas for Kids projects. McDowell, Newberry, Northup, Olson, and Six AYE.

Anne Thompson reported that the stone mason working on the old high school building has figured out that the pocket watch that was found in the time capsule belonged to Charles Leinbach.

Doug Erickson discussed the Lead Service Line Inventory Grant Program. This is a grant being offered by the Illinois Environmental Protection Agency to help local governments to fund third party efforts to assist with the final complete Lead Service Line Inventory submittal required by April 15, 2024. The maximum grant amount that the city could get is $30,000. He will check to see if the city would qualify for this grant program, and if we do, he will proceed with applying for it. Mr. Erickson also reported that their survey crew is planning on being in town next week.

Discussed tractor trailer vehicles engine breaking in town and putting up “NO ENGINE BREAKING” signs at each end of town.

Discussed property owners that the city attorney has sent letters to regarding being in violation of the city's nuisance ordiance. It appears that most of these property owners have either taken care of their problem or are in process of doing so.

The city attorney has contacted the Henderson County Highway Department regarding the bridge on East Fourth Street by the city cemetery. She is waiting to hear back from them.

Discussed possibly qualifying for a grant to assist with the cost of the demolition of the buildings at 380, 386, and 396 Oak Street.

Discussed the levy and assessment of taxes for the 2022-2023 fiscal year. Since there was no objections presented at the public hearing held prior to the August 24, 2022, city council meeting, a motion was made by Northup, and 2nd by McDowell to pass Ordinance #673 for the levy and assessment of taxes for the May 1, 2022, to April 30, 2023, fiscal year. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by Northup, and 2nd by Olson to donate $400 to the LaMoine Valley A.B.A.T.E. Project Santa. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by Olson, and 2nd by Northup to donate $750 to the Grace Bible Church Food Pantry. McDowell, Newberry, Northup, Olson, and Six AYE.

Bids were opened for the trimming of trees. The following bids were received:

Top Quality Tree Specialists West 4th Street, West 5th Street,

(Brian McEntee & Greg Harl) and Creamery Hill Road $3,200.00 No Proof of Insurance Submitted Elm Street 1,600.00

Beach Excavating West 4th Street $2,200.00 (Brandan Beach) West 5th Street 4,800.00 Proof of Insurnace Provided Elm St & Creamery Hill Road 3,600.00 County Line Road (East 4th Street) 7,500.00

Maynard's Tree Service West 4th Street $2,500.00 No Proof of Insurance Submitted West 5th Street 2,500.00 Elm St & Creamery Hill Road 5,000.00

County Line Road (East 4th Street) 5,000.00

A motion was made by Olson, and 2nd by McDowell to accept the bid of Top Quality Tree Specialists to trim the trees on West 4th Street, West 5th Street, Creamery Hill Road, and Elm Street for a total of $4,800.00 with the stipulation that proof of insurance is provided or an Independent Contractor Agreement that indemnifies the city of any liability is signed by the owner of the business and that payment for these services will not be made until the work is completed and approved by the city. McDowell, Newberry, Northup, Olson, and Six AYE.

Chad Passley, C.P.A., has finished the 2021-2022 fiscal year audit. A motion was made by Northup, and 2nd by Newberry to hire Chad Passley, C.P.A., to do the 2022-2023 fiscal year audit for $3,150. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed a proposal from Mediacom for phone and internet service. They are offering to lower the cost of the phone and internet service at the city hall/police station by approximately $100 per month. However, this would require signing a 3 year contract and the cost would increase by $20 after year 1 and year 2. Since McDonough Telephone Cooperative is in the process of installing their lines and offering service to Dallas City, it was decided to wait and see what the cost of phone and internet service will be with them.

A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.
