City of Bushnell City Council met May 1.

Here are the minutes provided by the council:

Mayor Wilt called the meeting to order.

The Pledge of Allegiance to the Flag was given.

*City Treasurer Betsy Rench stated she has filed the annual ARPA report.

Consent Agenda

Ald. Lorton made a motion to approve the consent agenda, which included the following items:

1. Approval of Minutes from April 17, 2023

2. Approve March Financial Report

3. Approve and Pay April bills

Ald. Yocum seconded the motion with the results as follows:

Ad Hoc (Mayor’s Report)

*Officer Hood has secured high school kids for the crossing guards for May Play Days.

*Bingo at the VFW starts May 7, 2023

*Awards night at the high school is May 8, 2023 in the gym

*Mayor Wilt told council she was asked to give a presentation to the Transportation

Research Board in Chicago.

Personnel/Finance/Budget

*Executive session required.

Public Works-Street/Sewer/Alley

Ald. Lorton made a motion to pay Stoneking’s invoice for demo for $94,300.00. Ald. Norton seconded the motion. A roll call vote was taken with the results as follows:

Ald. Havens “aye”       Ald. Lorton “aye”

Ald. Norton “aye”        Ald. Baker “aye”

Ald. Yocum “aye”        Ald. Coates absent

Where upon Mayor Wilt declared the motion carried.

*Utility manager Joe Fosdyck stated the utility office and city hall needed a new server.

The council agreed with general consensus to get a new server.

Police/Liquor/ESDA

*Activity report for the month of April.

*ESDA Coordinator Jeff Rench stated the storm siren is back up and running

*Rench stated he is going to apply for an ESDA grant in June to buy 20-25 weather radios.

*Rench reminded everyone about the fundraiser this Sat. May 6, 2023.

Real Estate/Parks/Recreation

Ald. Yocum made a motion to accept a Maintenance contract from Brockway for the roof at the Rec. Center. Ald. Norton seconded the motion. A roll call vote was taken with the results as follows:

Engineering

*Greg Ryckaert with IMEG stated the Water Tower bids will be open on May 11, 2023

*IMEG is working with David Raymond on closing MFT for 2022.

MAEDCO

*Kim Pierce of MAEDCO stated the Enterprise Zone Application needed to be sent in.

*Pierce stated they were working on a few projects for the K-Mart building.

Economic Development

*Ald. Allen stated they will start selling tickets for a fundraiser for the Depot.

*The festival committee will be using the depot for the fall festival.

*There was an anonymous donation of $15,000 made to the depot.

Attorney’s Report/Ordinances & Resolutions

Ald. Norton made a motion to approve Resolution 2023-2 Connection fees. Ald. Lorton seconded the motion. A roll call vote was taken with the results as follows:

Norton made a motion to enter into Executive session for a) Appointment, employment, compensation, discipline, performance or dismissal of an employee of the public body or legal counsel for the public body, pursuant to Sec. 2 © (1) of the Open Meeting Act. Ald. Lorton seconded the motion. A roll call vote was taken with the results as follows:

Ald. Norton made a motion to approve Employee Compensation for non-bargaining employees.

HI: Continue Premiums Cost Share @ 90/10%

IMRF: Continue Current Support

All full-Time hourly employees not governed by bargaining unit contracts to receive an increase of 8%

Supervisors: To receive an increase of 8%

Crossing Guards: Increase up to $15.00/hr.

ESDA Coordinator: Increase up to $4,000/yr.

ACO: $475.00/mo.

Public Relations Position: Increase up to $3600/yr.

Part-time Police: Increase up to $19.71/hr.
