City of Bushnell City Council met May 15.

Here are the minutes provided by the council:

Mayor Wilt called the meeting to order

The Pledge of Allegiance to the Flag was given.

Roll Call

Ald. Baker made a motion to approve the Antique Tractor parade route on May 27th. Ald. Havens seconded the motion. A roll call vote was taken with the results as follows:

Ald. Norton “aye”      Ald. Baker “aye”

Ald. Yocum “aye”      Ald. Coates “aye”

Where upon Mayor Wilt declared the motion carried.

Ald. Coates made a motion to approve VBS & Church Services in the East park on 6/5-6/8, 6/4,7/2,8/6.

Ald. Webb seconded the motion. A roll call vote was taken with the results as follows:

Mayor Wilt appointed Dave Norton Pro Tem Mayor

Treasurer

*City Treasurer Betsy Rench stated she needed to amend the 2022-2023 Budget.

Ald. Havens made a motion to amend the 2022-2023 budget by $9300.00 due to overestimating Capital Expenditures. Ald. Yocum seconded the motion. A roll call vote was taken with the results as follows.

Ald. Allen absent          Ald. Webb “aye”

Where upon Mayor Wilt declared the motion carried.

*Rench stated that Myers & Myers would be doing this year’s audit.

Consent Agenda

Ald. Yocum made a motion to approve the consent agenda which includes.

1. Approval of Minutes from May 1, 2023

2. Accept April Financial/Treasurers Report.

Ald. Norton seconded the motion. A roll call vote was taken with the results as follows:

Ad hoc (Mayor’s Report)

*Mayor Wilt stated she had taken a plaque to Bruce Lorton for his service to the city.

*Mayor Wilt stated Vicki Remy’s last day of running the Meals on Wheels was 5/15/2023.

Mayor Wilt took a certificate of appreciation out to her. Janet Draughan & Glenna Emmert will be taking over the operation.

*The VFW Bike run is 6/3/2023, they asked for a snow fence around the parking lot.

Dave Norton stated the Fall Festival committee would like to contribute the community a roof over the East Park Stage. The council agreed with general consensus.

Personnel/Finance/Budget

*Next Meeting is May 23, 2023, 5:00 at the City Hall.

Public Works

*Minutes from May 11, 2023 mtg.

*Next meeting Tues., May 23, 2023 4:00 @ City Hall

Police/Liquor/ESDA

*Minutes from 5/8/2023 meeting

*Ald. Baker reported the New Police truck would be getting lettered.

*Jeff Rench with ESDA reported they had complaints on the storm sirens going off, these siren go off whenever there are high winds in the area.

*Rench stated he was working with Ald. Webb on the Everbridge App.

*Rench is working on a grant to purchase tornado simulators to hand out to teachers to use in their classrooms.

*There will be an instructor coming in September from MDH to do a community CPR Class.

*The Fire Dept. Fund raiser was a great success.

*The Fire Dept. donated $250.00 to the Rec. Center.

Real Estate/Parks/Recreation

*Ald. Webb is working with Engineer Greg Ryckaert on the options for the Splash Park.

*Next meeting May 18, 2023, 4:00 at the Rec. Center

Engineering Report

*City Engineer Greg Ryckaert Stated they had 5 bids on the Water Tower painting. The lowest bid was from MW Cole with a bid of $560,600.

Ald. Norton made a motion to accept the bid for painting the Water Tower from MW Cole for $560,600. Ald. Webb seconded the motion. A roll call vote was taken with the results as following.

Ald. Burkholder “aye”   Ald. Havens “aye”

Ald. Baker “aye            Ald. Norton “aye”

*Ryckaert stated the wall on the façade project has to be part of the project – they will reduce the size of the to reduce the base bid.

Ald. Norton made a motion to accept the bid from Trotter Mfg. to do the façade project for $238,300. Ald. Yocum seconded the motion. A roll call vote was taken with the results as follows:

*Ryckaert stated we have received the permit for the sludge so we can get that out to bid.

Economic Development

*Ald. Havens stated they needed a shop vac for clean up at the Depot. The council agreed with general consensus.

*No meeting this month.

*Nothing to report

Ald. Norton made a motion to adjourn.
