City of Jacksonville City Council met May 22.

Here are the minutes provided by the council:

Members of the public have the option to attend the in-person City Council meeting or watch the live City Council meeting via live video located on the City of Jacksonville’s website www.jacksonvilleil.gov

The Jacksonville City Council Meeting was called to order at 6:29 p.m. by Mayor Andy Ezard in the Council Chambers of the Municipal Building. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Kent Hannant, Brett Henry, Joe Lockman, Lori Large Oldenettel, Alison Rubin de Celis, Aaron Scott, Darcella Speed; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Skip Bradshaw. Absent from the meeting were Aldermen Don Cook, Mary Watts, Eren Williams. A quorum was declared.

MINUTES: Motion was made by Oldenettel, seconded by Scott, to approve the May 8, 2023 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: No discussion.

CLAIMS: No discussion.

MAYOR’S REPORT:

1. Appointment of Philip Langdon to the Governor Duncan Association Board, term expires May, 2026. Motion was made by Lockman, seconded by Henry, to accept the Mayor’s appointment. By voice vote, motion carried.

CITY ATTORNEY’S REPORT: No discussion.

CITY CLERK’S REPORT: No discussion.

PUBLIC COMMENT:

Community Development Director Brian Nyberg is seeking permission to apply for an Illinois Housing Authority reimbursable grant of up to $750,000 to apply toward the demolition or rehabilitation costs of vacant and abandoned properties dating back to January 1, 2020. In reviewing data from January 1, 2020 to present, the City is already up to $120,000 that is eligible for reimbursement. The grant pays up to $40,000 for demolitions, up to $70,000 for rehabilitation projects, and up to 10% for administration fees. CDD Nyberg has also identified several different properties that he is hoping to rehabilitate and sell that should qualify for reimbursement.

2023-R-082 Resolution FOR WAIVING ADVERTISEMENT FOR BIDS AND ACCEPTING PROPOSAL FOR THE PURCHASE OF A WORKMASTER TRACTOR FOR USE AT THE STREET DEPARTMENT – (Havana Tractor – Not to exceed $45,000)

Motion was made by Scott, seconded by Rubin de Celis, to accept the Consent Agenda. Mayor Ezard asked for discussion or if there were any items to be pulled from the Consent Agenda for further discussion and there were none.

Motion carried 7-0-3.

COMMITTEE REPORTS

PLANNING & PUBLIC WORKS:

1. Second reading of an ordinance amending the Jacksonville Zoning Map for property located at 621 East Beecher Street from PA to B-4. Motion was made by Scott, seconded by Henry, to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2023-O-016 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE ZONING MAP FOR PROPERTY LOCATED AT 621 EAST BEECHER STREET FROM PA (Public Activity District) to B-4 (General Business District), is hereby approved.

Mayor Ezard asked for discussion and there was none.

ROLL CALL: 7 Yeas; 0 Nays; 3 Absent (Cook, Watts, Williams)

Motion carried 7-0-3.

2. Second reading of an ordinance amending the Jacksonville Municipal Code Chapter 25 Traffic and Vehicles, Article IX, Through streets and stop intersections, Section 24-233 Specific stop intersections established. Motion was made by Scott, seconded by Hannant, to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2023-O-017 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 25, TRAFFIC AND VEHICLES, ARTICLE IX THROUGH STREETS AND STOP INTERSECTIONS SECTION 25-233 SPECIFIC STOP INTERSECTIONS ESTABLISHED – (Adding a 4-way stop intersection at Park Street and West College Avenue), is hereby approved.

Mayor Ezard asked for discussion. Ald. Oldenettel asked if the extension of the no parking designation along College Avenue is included in this vote or if that is a separate issue. Mayor Ezard advised that a decision on the extension of the no parking designation is at the City’s discretion, no vote is needed. Supt. Ballenger advised that the Street Department is planning to extend the yellow curb several feet forward on College Avenue, on both sides of Park Street, as soon as school is out for the summer, and is planning to install flashing yellow warning signs 100 feet ahead for traffic flowing east and west of the intersection when the stop signs are installed.

Motion carried 7-0-3.

3. First reading of an ordinance amending the Jacksonville Municipal Code Chapter 25 Traffic and Vehicles, Article IX. Through streets and stop intersections, Section 25-233 Specific stop intersections established. Motion was made by Scott, seconded by Speed, to accept the first reading of the ordinance. CA Beard read the ordinance as proposed.

2023-O-018 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 25, TRAFFIC AND VEHICLES, ARTICLE IX THROUGH STREETS AND STOP INTERSECTIONS SECTION 25-233 SPECIFIC STOP INTERSECTIONS ESTABLISHED – (Removing the 4-way stop intersection at Franklin Street and Clay Street), is hereby approved.

Mayor Ezard asked for discussion and there was none.

Motion carried 7-0-3.

Ald. Hannant thanked Street Dept. Supt. Ballenger and his crew for cleaning up the brush pile on the Jacksonville Developmental Center (JDC) grounds.
