City of Pittsfield City Council met July 5.

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Wednesday, July 05, 2023, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: City Clerk Ann Moffit, and Alderman Bill Grimsley, Kevin Ketchum, Paul Lennon, Chris Little, Robert Ritchart, Beth White, and Kevin Wombles. Kevin Wombles presided as Mayor ProTem.
Alderman Ketchum moved to approve June 18, 2023, city council minutes.
Alderman White seconded the motion.

Zoning Committee Chairman Ritchart advised that the Zoning Committee met to discuss a variance request from George Totsch. Mr. Totsch is requesting a variance to allow for the placement of a mobile home more than 15 years of age at 1001 N Jackson Street.
Alderman Ketchum stated that he understands the mobile home is an improvement, however he is concerned that granting a variance would potentially create future issues. Chris Little stated that the new home is a definite improvement to the replacement. Paul Lennon was concerned with the safety of the structure due to the age. Mr. Hollahan stated the Ordinance was created establishing an age requirement and the variance request is in place to evaluate on a case-by-case basis.
Alderman Ritchart moved to accept the recommendation of the Zoning Committee to deny the variance request of George Totsch.

Alderman Ketchum moved approve the request of Farmers State Bank to close the alley directly north of the bank on July 19 – July 21, 2023.

Alderwoman White reported that the Finance Committee met tonight. Discussion of City Hall Office staff was held. Both office employees will be retiring next year. The Finance Committee would like to begin a search for a replacement for one position to begin the training process.
Alderman Lennon reported that the Utilities Committee met tonight and learned from Public Works Director Tom Reinhardt that the Water Department has completed inspection and search for lead service lines on two sides of the square, he also noted that no lead service lines have been identified. Mr. Reinhardt also advised that USDI has been assisting in a gas leak repair on North Monroe.
Alderman Ritchart moved to pay bills as stated by City Clerk.

New Business:
Alderman Wombles commended the City crews for clean-up from the storm damage.
Alderman Wombles reported that the road pipe at the east end of Higbee Street was found to be in need of replacement, it was paper thin and the bottom was out of it. Rees Construction, the contractor working on the High School parking lot project completed the replacement for a cost of approximately $8,000.00. Hood Construction will likely pour concrete onto the south ½ of Fair Street tomorrow, 7/6/23 and the north side of South Memorial on Friday, 7/7/23. Edlin construction is seeding at the airport. Midwest USA has begun lawn repair to Ms. Johnson yard and will grind stumps next week.
Alderman Ritchart noted that the Illini Fitness parking lot was being repaired and resealed and the area would be congested for the next two days. He also reiterated the City crews have done a great job with brush pickup.
Alderman Grimsley also expressed gratitude for the way that brush pickup has been managed. Alderman Ketchum called an Ordinance Committee meeting on July 12, 2023 at 3:30.
Public Works Director Tom Reinhardt thanked the alderman for noticing the had work of the City crews. Several of them worked on Saturday and they are continuing to pick up this week. The large tree that fell on North Dutton will be removed this week. Pig Days is this weekend. The disc golf course expansion is progressing nicely.
Alderwoman White moved to adjourn this meeting at 6:17 p.m.
