City of Pittsfield City Council met Sept. 5.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, September 05, 2023, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Bill Grimsley, Kevin Ketchum, Paul Lennon, Chris Little, Robert Ritchart, Beth White, Robert Wilson, and Kevin Wombles.

Alderman Ketchum moved to approve August 15, 2023, city council minutes.

Alderman White seconded the motion.

Roll Call: Yea: Grimsley, Ketchum, Lennon, Little, Ritchart, White, Wilson, Wombles (8)

Nay: NONE (0)

Present: NONE (0)

The motion carried.

Mayor’s Announcements:

Mayor Mendenhall and Clerk Moffit met with IMGA to discuss gas pricing. Heather believed that we were on track with pricing.

Mr. Reinhardt met with David Freesmeyer to discuss placement of advertisement benches. A bid opening was held for the MFT General Maintenance Chip Seal projects.

A meeting was held with Curt Rezinchek to review the property changes for the property and liability insurance policy.

The Pittsfield Fall Festival was held last weekend and attendance was great.

Upcoming events include the Ribbon Cutting at S&S School of Dance Friday at 10am. Monday there will be a Historic Preservation Committee meeting as well as a meeting with the Library. The Pike County Housing Authority contacted Mayor Mendenhall do discuss the demolition of units in Pittsfield. They have one bedroom units at Landess Terrace, behind the laundry/activity room as well as the 12 unit building on East Adams that may be demolished. The Pike County Housing occupancy is less than 80% overall and apartments need to be reduced to receive federal funding.

Alderwoman White advised that the Finance Committee met today and reviewed the quarterly budget reports, the budget is on tract. Mayor Mendenhall made contact with potential sponsors for a Pickle Ball Court and has not yet received a response.

Alderman Wilson advised that the Utilities Committee met today and discussed the 120 Water Survey Mailer. Shane Allen also recommended that we review costs associated with and charges to customers for moving or disconnecting services.

Alderman Lennon moved to approve Ordinance No 1717 An Ordinance Amending (Business Licensing) of the City of Pittsfield Code by Adding a New Article (Short-Term Residency Rentals), by title only on its first reading.

Alderman Ketchum seconded the motion.

Alderman Wombles moved to approve Ordinance No 1718 An Ordinance Amending Code Section 96: Streets and Sidewalks for the City of Pittsfield to add Trash Receptacle Ban on City Right-of-Way, by title only on its first reading.

Alderman Ketchum seconded the motion.

Model Ordinance-Junk/Salvage Yard – tabled

Alderman Ritchart moved to approve Hood Construction Change Order Pay request in the amount of $24,148.00 for the Memorial and Fair Intersection project from General Corporate Fund, Street Repairs. Alderman Wilson seconded the motion.

Alderman Ritchart moved to approve Memorial and Fair Intersection project pay request #1 and final in the amount of $132,160.00 from Motor Fuel Tax Funds.

Alderman Wombles seconded the motion.

Alderman Wombles moved to approve Resolution -2023-08 – A Resolution adopting the 2023 Pike County Multi-Jurisdictional All Hazards Mitigation Plan.

Alderman Wilson seconded the motion.

Alderwoman White moved to approve the 120 Water Survey allowing for a 5% discount on water service for completion of survey.

Mayor Mendenhall shared the verbiage that the City of Quincy uses to sell City owned Real Estate by bid. Mr. Hollahan with draft a policy for review.

Alderman Lennon moved to approve the purchase of Parcel No. 54-130-03 from Lindsay Ruble in the amount of $8,000.00 plus closing costs.

Alderman Ketchum seconded the motion.

Alderman Ritchart moved to pay bills as stated by City Clerk.

New Business:

Alderman Grimsley stated that he received a complaint/concern about a vendor not paying at the Fall Festival. It was stated that the complaint should be directed to the Fall Festival Committee as the City does not have any contact with vendors.

Alderman Grimsley asked if the new street had to be cut to repair the man holes, and was told that it did, in fact have to be cut for the repair.

Alderman Wombles stated that the MFT Chip and Seal bid opening occurred and a vote for award of bid was necessary before work could begin. A special meeting was called on Thursday, Sept 7 at 6pm.

Ed Knight stated that the roof of the expansion building was near completion and demolition has started.

Ed Knight stated that a new SRTS grant application is due in October and he would like to include Lowry Street in the application. Mr. Lennon would like to see sidewalks added in front of South School.

Tom Reinhardt noted that roads are being prepped for oil and chip. Mr. Reinhardt also stated that Thursday the walk bridge at Quail Ridge would be repaired.

Mr. Reinhardt noted that the gas and water department has been busy with installations. Mr. Middendorf stated that the Well #4 is final with permit pending.

Alderwoman White moved to adjourn this meeting at 6:50 p.m.
