City of Bushnell City Council met Oct. 2.

Here are the minutes provided by the council:

Mayor Wilt called the meeting to order

The Pledge of Allegiance to the Flag was given.

*City Treasurer Betsy Rench stated the city gave the girl scouts gift certificates for Rosey’s for their help spreading the mulch uptown.

Consent Agenda

Ald. Norton made a motion to approve the consent agenda which includes.

1. Approval of Minutes from September 18, 2023

2. Approve August Financial report

3. Approve and Pay September Bills.

Ald. Yocum seconded the motion. A roll call vote was taken with the results as follows:

Where upon Mayor Wilt declared the motion carried.

Ad hoc (Mayor’s Report)

*Mayor Wilt asked council about participating in a Glass recycling program in Macomb. It will

Cost the city $1000.00 a year and we would have to take the glass to Macomb.

Ald. Norton made a motion not to participate in the Macomb Woman’s Club Glass recycling program. Ald. Havens seconded the motion. A roll call vote was taken with the results as follows:

Personnel/Finance/Budget

*Nothing to report

Public Works

*Water tower- they will do the logo this week.

*Lead line survey – went out in utility bill this week you can either fill it out or do it online

*West Plant Sledge -its is all bagged and ready to go. Marcus Hess is going to spread it.

*The speed limit signs are up on Crafford Blvd.

*Bids are due on 10/13 for the building behind the gas department.

*The Panhandle has been overcharging us for gas since 2019, we are suppose to receive a check sometime next month.

*The big part of the roof on the complex is almost done.

Police/Liquor/ESDA

*Activity report for September

*Ald. Baker stated the speed limit sign west of the housing is 45 mph., that to be changed to 35 mph. He will talk with the county about getting a 45 mph. sign put up farther out of town

*Interim Police Chief Justin Hood is looking into pricing for Body cams and a camera in the interview room.

*Hood is compiling a list of nuisance properties.

*LOL is wanting a special liquor license to be able to be open on New Year’s Eve.

*Officer Hood is setting up a tire drop off.

*Jeff Rench with ESDA is working with Edgar Rodriguez to set up in the FEMA portal.

Real Estate/Parks/Recreation

*Next Meeting Wednesday, October 4th, 4:00 @ Rec. Center

*The IEPA permits were being written up as “approved” as of last Wednesday.

*City Attorney Nick Tinsmans has drafted an IGA for an easement on the Park District for the splash park project.

*Doing final checks of the proximity of the Splash Park’s proposed location to electric utilities and checking on any insurance liabilities associated with that.

Engineering Report

*Lead Service Survey grant application is due 10/10/23

*Not much activity on the façade project, it has a deadline of Oct. 31st.

Economic Development

*The committee is finalizing the details for the “Let the Sparks Fly” fundraiser in February.

*The committee is also working on a fundraiser in June.

MAEDCO

*Executive Director of MAEDCO Kim Pierce stated the Kmart building sold and is under redevelopment.

*Pierce stated the Carrington Company bought the Marine bank and the Pizza Hut in Macomb.

*The CEO class will present their business class proposal.

Attorney’s Report/Ordinances & Resolutions

*City Attorney Nick Tinsman has the agreement proposal for the Splash Park wrote up.

*Tinsman stated we needed to have a permanent easement for Slater for the Façade project.

Ald. Allen made a motion to adjourn.

Meeting was adjourned at 6:28
