City of Pittsfield City Council met Oct. 3.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, October 03 2023, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Bill Grimsley, Kevin Ketchum, Paul Lennon, Chris Little, Robert Ritchart, Beth White, Robert Wilson, and Kevin Wombles.

Alderman Ketchum moved to approve September 19, 2023, city council minutes. Alderman White seconded the motion.

Roll Call: Yea: Grimsley, Ketchum, Lennon, White, Wombles (5)

Nay: NONE (0)

Present: Little, Ritchart, Wilson (3)

The motion carried.

Alderman Lennon moved to approve September 25, 2023 special council meeting minutes. Alderwoman White seconded the motion.

Roll Call: Yea: Grimsley, Ketchum, Lennon, Little, Ritchart, White, Wombles (7)

Nay: NONE (0)

Present: Wilson (1)

The motion carried.

Mayor’s Announcements:

Mayor Mendenhall announced that tonight was Pink Night for PHS Volleyball.

Complaints have been received in reference to a food truck operating in a residential neighborhood. The pending Food Truck Ordinance will address this issue.

Discussion has recently taken place with City Attorney Hollahan in reference to a municipal court concept.

Fix or Flatten properties are being addressed via court cases as well as written notifications.

The brush pile remains closed until harvest is completed in the area. We will need to address the location of the brush pile due to the location of the current burn pile, it will be part of the pending property transfer.

Ladies Night Out will be held on the first Thursday of November.

Alderwoman White advised that the Finance Committee met today and discussed the completion of the annual audit. It was also discussed that quotes will be sought for Health Insurance as well as Property and Liability Insurance.

Alderman Ritchart advised that the Utilities Committee met today and discussed Jacob Seal attending a Class 1 Wastewater test prep course.

Alderman Ritchart moved to approve Jacob Seal’s registration and attendance in the Class 1 Wastewater Short School in the amount of $575.00, additionally, overnight lodging and travel expenses are approved.

Alderman Ketchum seconded the motion.

Alderman Wombles moved to approve Ordinance No. 1719 - Park Model Home Ordinance on its second reading.

Alderman Ketchum seconded the motion.

Alderwoman White moved to approve Pay Request #6, being the final pay request for Well #4 in the amount of $122,239.16.

Alderman Ketchum seconded the motion.

Alderman Wombles moved to award the airport farm lease to Cody Piper for a 3 year period. Alderman Lennon seconded the motion.

Public Works Director Tom Reinhardt informed the council that a wedding will be held on October 7, 2023 in the second set of pines near the disc golf course. The location has been viewed and approved for the portable bathrooms as well as the tent.

Mayor Mendenhall stated that several calls have been taken in reference to the rock chips around town and the dust that has occurred because of them. The chips will stay in place until cooler weather is here.

Mayor Mendenhall announced that a proclamation will be presented to the Daughters of the American Revolution on October 14, 2023.

Alderman Little moved to direct the Ordinance Committee to review the livestock and Nuisance Ordinances as they pertain to fowl due to several complaints received by City Hall and Law Enforcement. Alderman Wombles seconded the motion.

Alderwoman White moved to approve Resolution 2023-11 A resolution accepting a Grant from the Illinois Housing Development Authority’s Strong Communities Program.

Alderman Ritchart seconded the motion.

Alderman Ritchart moved to pay bills as stated by City Clerk.

Alderman Grimsley seconded the motion.

New Business:

Ed Knight distributed minutes from the Lake Advisory Committee meeting. He stated that Lake Advisory Committee member Becky Scranton would like to attend the next council meeting to present information on Kayak rentals. The Committee is also working on a new lake brochure.

Mr. Knight advised of a $100,000 grant award that was received today to be used on any bondable project. Mr. Knight has submitted a STRS grant application.

Alderman Ritchart noted that the street repairs are very good.

Alderman Grimsley asked if the trash receptacle ban ordinance has been completed, it has, and he stated that a trash receptacle is on the street on Clarksville Road.

Alderman Little asked if any ordinance covers overgrown weeds or derelict vehicles at a business. Mr. Hollahan stated that there is a pending ordinance that covers this.

Alderman Little asked the status of the house on Memorial at West Perry. Mayor Mendenhall stated that we have not had any contact with the home owner.

Alderman Little asked for a budget on the City Hall Expansion and Mr. Knight will provide a budget.

Public Works director Tom Reinhardt stated that new signs have been placed at the lake. The Water Department has had some issues with the coin operated water meter at the uptown water tower and options are being reviewed.

Alderman Little stated that an interview was held for the Street and Alley position and the job will be offered to the individual interviewed.

Alderman Lennon asked about the park ranger staying at the campground. It was noted that for several years the park rangers have not stayed at the campground, however did have a camper there. Our current park ranger, Mr. Reeves lives in very close proximity.

Alderwoman Whtie moved to adjourn this meeting at 6:31 p.m.
