City of Pittsfield City Council met Oct. 17.

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, October 17, 2023, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Bill Grimsley, Paul Lennon, Chris Little, Robert Ritchart, Beth White, Robert Wilson, and Kevin Wombles. Kevin Ketchum was absent.
Alderwoman White moved to approve October 3, 2023, city council minutes.
Alderman Lennon seconded the motion.

Mayor’s Announcements:
Mayor Mendenhall attended the Pike County Elected Officials Meeting.
Several employees attend a Pikeland School Emergency Drill Meeting in preparation for an upcoming drill.
Mayor attended the DAR 100 year Birthday celebration and presented the organization with a proclamation.
A very productive Ordinance Committee was held.
Girls Night out will be held November 2.
Mayor Mendenhall and Chief Starman have drafted a letter to business concerning becoming compliant with the ordinances.
Mayor Mendenhall and Ed Knight have been working on coordination of scheduling City Hall Expansion tasks. Demolition is well underway.
Work should begin on Thursday on Cherry Street to replace tubes.
Attorney Hollahan will retire on December 31 after working with the City for 26 years.

Alderman Lennon reported that the Public Safety Committee met today. Officer Sledge has tendered his resignation and applications are being accepted for a full-time police officer.
Alderman Wombles reported that the Street and Alley Committee met today. Cherry Street was discussed. Tube work will begin on Thursday. A grade issue remains and should be discussed. Sidewalk repair was completed at the VFW location.
Alderman Little reported that the Ordinance Committee met yesterday, October 16, 2023 with minutes as follows:
The Park Model Home issue was not addressed due to it being placed on the agenda in error, the Ordinance has been approved previously by full council.
Mobile Vet Clinic Ordinance was reviewed, discussed and minor changes recommended for change by Attorney Hollahan to be presented to full council.
Mobile Food Truck Ordinance was reviewed, discussed and minor changes recommended for change by Attorney Hollahan to be presented to full council.
Junk/Salvage Yard Ordinance was reviewed, committee determined to confer with full council for determination of proceeding.
Livestock Ordinance (Fowl amendment) will be brought to full council to determine how to proceed.
Alderman Ketchum moved to deny the request to place additional handicap parking spaces on North Monroe Street at Methodist Church.
Motion failed due to no second to the motion.
Alderman Little moved to bring to council for approval or denial of request.
Alderman Wilson seconded the motion.

The Ordinance Committee met again this evening and made minor adjustments to the Mobile Food Vendor Ordinance.
Ordinance No 1719 not discussed, Ordinance was previously approved.
Alderman Lennon moved to amend proposed Ordinance No 1720 - 116.02 Manner of Operations (H) to Food Truck cannot be within 100 feet from the property line of any other permanent prepared food service vendor. This provision may be waived in writing by the impacted business(es), excluding special events.

Discussion ensued in reference to a Junk/Salvage Yard Ordinance and consensus was to direct Ordinance Committee to proceed with preparation of an ordinance.
David Freesmeyer presented location information on advertisement bench placement.
Alderwoman White moved to accept the Ordinance Committee’s recommendation to direct Public Works Director to determine areas in which advertisement benches will be safe and satisfactory to place Alderman Lennon seconded the motion.

Livestock (fowl amendment) ordinance was discussed at length. Consensus was to proceed with an amendment to the livestock ordinance.
Kaye Ifnter with the Pike County Chamber of Commerce presented information on Girls Night Out on the square in Pittsfield.
Alderman Wombles moved to approve the request of the Pike County Christian Academy to host a Turkey Trot on November 23, 2023 with the route being the same as the 2022 route. Alderman Lennon seconded the motion.

New Business:
Mayor Mendenhall gave the Airport Committee Chairman the fuel tank report and suggested an airport committee meeting be scheduled to discuss.
Alderman Grimsley stated that the trash receptacle on Clarksville Road is still on the street in violation of the recently passed Trash Receptacle Ordinance.
Mr. Grimsley asked if there was a new Street and Alley Committee employee recently hired. Mr. Reinhardt stated that John Neupauer accepted the position and will begin on October 20.
Mr. Hollahan updated that the real estate at Lowry Park remains pending due to the seller and bank having an issue with the partial release.
Tom Reinhardt stated that the street will be closed in front of the Crossroad Center on Friday for a funeral.
Mr. Reinhart noted that the brush pile is still closed and that the Disc Golf tournament will be October 28, 2023.
