City of Dallas City Council met Dec. 27.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on December 27, 2023, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, and Greg Olson. Harold Northup Jr. was absent.

Others attending the meeting were Anne Thompson and Gary Smith.

A motion was made by McDowell, and 2nd by Olson to accept the minutes of the December 13, 2023, meeting. McDowell, Newberry, Olson, and Six AYE. Northup ABSENT.

Police Chief Gary Smith reported that he is looking at a start date of January 23, 2024, for the city's police officers to start using the recently purchased body cameras.

It was reported that the purlins that needed replaced and the new roof have been installed on the old ready mix building.

A “No Parking” sign has been put up on the city's lot where the water bill drop box is located.

The city has received a proposed compliance commitment agreement from the Illinois Environmental Protection Agency regarding the violation notice that the city recently received on the sewer lagoon. The agreement states that the city will complete a sludge measurement and testing of the lagoon by May 31, 2014, will develop and begin implementing a sludge digestion and removal plan by September 30, 2024, and will be in compliance with the effluent limits specified in the facility's NPDES Permit #IL0028312 by December 31, 2024. The city engineer and the president of Test, Inc. have both looked at the proposed agreement and feel that it is acceptable. A motion was made by Newberry, and 2nd by McDowell to authorize Mayor Six to sign the proposed compliance commitment agreement with the Illinois Environmental Protection Agency. McDowell, Newberry, Olson, and Six AYE. Northup ABSENT.

Discussed properties in town that need to be cleaned up.

It was reported that the water salesman was recently not working. It has been repaired and is working again.

Police Chief Smith reported that a laptop that is used in a police car was dropped and is not repairable. Chief Smith has found a new computer on Amazon for $464.31, plus shipping. He also suggested paying for it out of the DUI Account. A motion was made by Newberry, and 2nd by Olson to purchase a new laptop computer from Amazon for $464.31, plus shipping, and pay for it with funds out of the DUI Account. McDowell, Newberry, Olson, and Six AYE. Northup ABSENT.

Discussed the light on the flag pole at the city hall. The city employee is working on getting this fixed.

The city attorney has informed the mayor that the purchase of the property on the south side of East Fourth Street between Elm Street and Linn Street from the school district is in process.

Discussed purchasing a new welder. This will be discussed more at the next meeting. Discussed purchasing a siren system for severe weather alerts.

Discussed city cemetery plots. Someone has asked about purchasing one. It appears that there are a few available. This will be discussed more at the next meeting.

A motion was made by Olson, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Olson, and Six AYE. Northup ABSENT.

The meeting was adjourned at 6:21 p.m.
