City of Rushville City Council met Jan. 16.
Here are the minutes provided by the council:
1. ROLL CALL & CALL TO ORDER
The Rushville City Council met in the meeting room of the City Hall Building. Upon convening, Mayor Jeff Ervin directed City Clerk, Stacey Briney to call the roll. Upon ROLL CALL, the following answered present: Council Members: Susan Acker, Richard Davis, Terry Dodds, Bob Fishel, Bryan Matteson, Barry Rebman, Mike Ryan, & Paul Trimble. The meeting was called to order at 7:00 P.M.
Others present included: Stacey Briney, City Clerk; Eric Thurman, City Attorney, Erin Wilson Laegeler; and David Haney of The Rushville Times.
2. OPENING PRAYER
The Opening Prayer was led by Mayor Jeff Ervin.
3. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Ervin.
4. PUBLIC COMMENTS
There were no public comments at this time.
5. CONSENT AGENDA
All items on the Consent Agenda are considered to be routine in nature and will be enacted in one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event, the item will be removed from the Consent Agenda and considered as the first item after approval of the Consent Agenda.
a) Approve the Minutes of the Regular Meeting held January 3, 2024
b) Approve the Minutes of the Combined TIF Committee & Joint Review Board Meeting held December 18, 2023
c) Approve “Claims for Council Approval Dated 01/16/24” & Accept Monthly Reports
d) Approve Tanner Carson as Firemen
e) Approve Suspending the Rules RE: Ordinance No. 1374, Sale of Surplus Property (City Fire Truck)
f) Pass & Adopt Ordinance No. 1374, Sale of Surplus Property (City Fire Truck)
Rebman MOVED TO APPROVE THE CONSENT AGENDA. Fishel SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 8 YEAS – Acker, Davis, Dodds, Fishel, Matteson, Rebman, Ryan, & Trimble; 0 NAYS; 0 ABSENT.
6. ITEMS TO BE REMOVED FROM CONSENT AGENDA – IF APPLICABLE All items were approved on the Consent Agenda.
7. COUNCIL MEMBER & OFFICIAL’S REPORTS
Council Member, Paul Trimble wondered about having a meeting to discuss the possibility of putting solar panels on some of the city buildings to try to cut down on electric bills. Mayor Ervin said there might be some grants available for this as well.
Historic Preservation Committee Chairman, Richard Davis reminded the council of the committee meeting tomorrow at 6:30 p.m.
Council Member, Mike Ryan reported he is very concerned about an empty store front on the square becoming apartments. Ryan noted the flower shop on the south side moved and he heard the owner of the building was going to put two (2) apartments in there. Ryan thought the buildings had to be commercial. City Attorney, Erin Wilson-Laegeler said she would look into this.
Ryan stated the old barber shop on West Washington Street is also going to be an apartment. Ryan said he is just very concerned about this.
City Attorney, Erin Wilson-Laegeler reported she has prepared a motion for default on the Gordley property on East LaFayette Street. Attorney Wilson-Laegeler stated she is waiting on a hearing date from Judge Vincent. Attorney Wilson-Laegeler said she anticipates the courts granting the property to the city.
8. ADJOURN
Dodds MOVED TO ADJOURN. Acker SECONDED, AND THE MOTION CARRIED WITH AN ALL “YEA” ROLL CALL VOTE AS FOLLOWS: 8 YEAS – Davis, Dodds, Fishel, Matteson, Rebman, Ryan, Trimble, & Acker; 0 NAYS; 0 ABSENT.
