City of Pittsfield City Council met March 19.

Here are the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, March 19, 2024, at 6:00 p.m. The meeting was held in the Council Room at the Pittsfield City all at 215 N Monroe Street. The following officers were present: Mayor Gary Mendenhall, City Clerk Ann Moffit, and Alderman Kevin Ketchum, Bill Grimsley, Paul Lennon, Chris Little, Beth White, and Robert Wilson. Robert Ritchart and Kevin Wombles were absent.

Alderman Ketchum asked for a moment of silence in honor of Mayor John Hayden.

Alderwoman Ketchum moved to approve the March 06, 2024, city council minutes. Alderman White seconded the motion.

Mayor’s Announcements:

Meetings have been held with Good Energy in reference to the City Business aggregate accounts, the current contract is expiring and the new contract will be on the next agenda. The City residential aggregate contract with Constellation expires in December, however, Good Energy has sought new quotes and has received a quote that is less than our current contract. That contract will be on the next agenda as well.

Continued meetings have continued with Lipcamon Aviation.

The Make My Move program is advancing nicely. The basic site is up and running and there have been two applicants expressing initial interest.

The Ty Rylander Run was held on March 16, 2024. Mayor Mendenhall attended the event and issued a proclamation declaring March 16, 2024 as Ty Rylander day in Pittsfield.

Mayor has made contact with State agencies in reference to the status of the Airport Equipment grant.

Weather permitting, the burn pile will open next week. The hours will be Tuesday and Thursday 8am – 3pm and the 2nd and 4th Saturday 8 am – 12 pm. The first brush pick-up should be on March 25.

Alderwoman White moved to approve the February 2024 Monthly Treasurer’s Report. Alderman Wilson seconded the motion.

The motion carried.

Public Safety Committee did not have a quorum and did not meet. Chief Starman advised the council that an officer has tenured his resignation for November. A prior applicant has been interviewed and offered a position and will be enrolled in the upcoming academy so that he will have completed the academy before the resigning officer leaves.

Alderman Ketchum advised that the Ordinance Committee met and reviewed the recommended changes to the liquor ordinance. The enforcement of Ordinances within 1 and ½ miles of City Limits have been discussed and Zoning Ordinances will be enforced.

Alderman Wilson advised that the Street and Alley Committee met today and discussed the burn pile. If the weather holds out the burn pile will open next week. Signs have been ordered. Hours will be Tuesday and Thursday 8 am to 3 pm and the 2nd and 4th Saturday 8 am to 12 pm.

Alderman Ketchum moved to approve the opening of Pittsfield Lake Camgrounds on April 12, 2024. Alderman Little seconded the motion.

Garden Tractor Track Repair – tabled

Alderman Lennon moved to approve the road use agreement with Prairie Power Inc. with Conroy Street being added as an approved use street and a traffic control penalty being $25,000.

Alderman Ketchum moved to draft an ordinance to create an annual license for tree removal contractor use agreement for brush yard usage with a license fee of $1,000 per year.

Alderwoman White seconded the motion.

Alderwoman White moved to offer Lipcamon Aviation a lease agreement for $400/month for a term of 5ive years.

Alderman Ketchum seconded the motion.

Alderwoman White moved to pay bills as stated by City Clerk.

New Business:

Alderman Grimsley thanked the Police Department for assistance with the Golf Cart Parade. He also asked if anyone has heard about Aldi building 300 new stores and wanted to know if we could reach out to someone to inquire about them coming to Pittsfield. Mr. Grimsley also noted that the Allen Tire property looks very nice.

Alderwoman White stated that the Finance Committee met and began budget discussions.

Alderman Ketchum stated that approximately 300 pounds of Trout should be here March 26. A Trout fishing event will be held on April 6, 2024 at 8m. This is a limited amount of fishing gear that will be available to youth on a first come first served basis.

Tom Reinhardt stated that the brush pile will be closed on City holidays.

Ed Knight stated that Electric installations should begin next door in the next few weeks. Next week the elevator concrete footing to start next week.

Alderwoman Whtie moved to adjourn this meeting at 6:50 p.m.
