City of Macomb Zoning Board of Appeals met May 15.

Here are the minutes provided by the board:

The Macomb Zoning Board of Appeals held a meeting on Wednesday, May 15, 2024 at 5:15pm in the City Council Chambers of the Macomb City Hall, 232 E. Jackson St; Macomb, Illinois.

Members present: Chairperson Sally Egler, Mr. Ron Runser, Ms. Suzan Nash, Mr. Carl Ervin, and Mr. Nathan Wallen. Not present: Ms. Tina Belz and Ms. Kate Cobb

Others present: Applicant Mr. Chris Trotter, Ms. Jessica Ford, Ms. Rachel Magic, City Attorney Lisa Scalf, Outgoing Community Development Director John Bannon, and Administrative Assistant Tiffany Villwock.

Chairperson Egler called the meeting to order at 5:20pm. Roll was taken and quorum was declared.

Chairperson Egler asked for any corrections or suggestions for change to the minutes from May 1, 2023 meeting. Motion was made by Ms. Nash and seconded by Mr. Runser. Voice call: unanimous ‘aye’ was recorded.

Public Hearing:

Mr. Chris Trotter of 1 Queen Ann Lace Lane and owner of The Lamoine at 203 N Randolph came forward to speak on behalf of the application. Mr. Trotter stated that they would like to amend the request to a 5ft fence instead of the original 4ft due to security reasons. The Lamoine at 203 N Randolph is putting in a usable green space for their residence to utilize. The fence purpose would be privacy for residence as well as security from vandalism.

Chairperson Egler asked if the change in request needs to be adjudicated before the Board can make a decision. CDD Bannon stated that the height difference does not change the request for a variance from code.

Chairperson Egler requested Mr. Trotter give a detailed description of the intended fence. Mr. Trotter stated that he intends to use a black metal fence similar to the fence utilized on the square.

Outgoing CDD Bannon mentioned to the Board that the request will be contingent upon the vacating of the alley property by the City of Macomb. CDD Bannon also mentioned that Mr. Trotter needs to consider making the patio ADA compliant.

Ms. Nash asked about an entrance to the patio on the public side of the fencing. Mr. Trotter stated that the only entrance will lead from The Lamoine’s building and only accessible by residence and staff.

Public Comment:

None heard

New Business:

Mr. Runser made a motion to approve the variance request with the amendment of a 5ft fence and contingent upon vacation of the alley. Motion was seconded by Ms. Nash. Ms. Egler, Mr. Runser, Ms. Nash, Mr. Ervin, and Mr. Wallen voted ‘aye’. Motion approved.

Old Business:

CDD Bannon mentioned to the Board that there will be an upcoming sign variance request for McDonough District Hospital on June 5, 2024.

Adjournment:

Mr. Runser motioned to adjourn and it was seconded by Ms. Nash. Voice call: unanimous ‘aye’.
