City of Macomb Historic Preservation Commission met May 28.

Here are the minutes provided by the commission:

The Macomb Historic Preservation Commission held a meeting on Tuesday, May 28, 2024 at 3:00pm in the City Council Chambers of the Macomb City Hall, 232 E. Jackson St; Macomb, Illinois.

Members present: Mr. Sam Parker, Ms. Sue Scott, Ms. Lin Stults, Ms. Lara Dively, Mr. Don Wynn, Ms. Jan Armstrong, and Ms. Savannah Ballard. Not present: Mr. Dennis Danowski and Ms. Jeanetta Thorpe. Quorum present.

Others present: City Attorney Lisa Scalf, Community Development Director Miranda Lambert, Administrative Assistant Tiffany Villwock, applicant representative Rachel Magic and Jessica Ford, and Leslie Eutsler.

Board member Wynn acted as Chair Pro Tempore. Mr. Wynn asked for a motion to approve the minutes from March 26, 2024. Ms. Armstrong motioned with a second by Ms. Stults. Voice call: unanimous ‘aye’.

Public Hearing:

A. Consideration of a Certificate of Appropriateness to allow for a 4ft black fence in the green space area at the property listed below: 

PIN: 11-200-039-00 

Address: 203 N Randolph 

Rachel Magic, representative of The Lamoine at 203 N Randolph, spoke on behalf of the application. She stated that they had requested an amendment of a 5ft fence at the Zoning Board of Appeals meeting and it was approved. They requested the change in height to help ensure safety for the residents and visitors. The fence will closely match the other fencing in the Downtown area. The intent is also to pour a concrete pad and erect a canopy.

Ms. Dively asked if the applicant had made a choice on the samples that were submitted. Ms. Magic stated that the fence would be horizontal panels with vertical spindles.

New Business: 

A. Consideration of a Certificate of Appropriateness to allow for a 4ft black fence in the green space area at the property listed below:

Address: 203 N Randolph 

Ms. Stults motioned to amend the use of a 4ft black fence to a 5ft fence and it was seconded by Mr. Parker. Mr. Parker, Ms. Scott, Ms. Stults, Ms. Dively, Mr. Wynn, Ms. Armstrong, and Ms. Ballard voted ‘aye’. Motion approved

Ms. Scott motioned to approve the Certificate of Appropriateness and it was seconded by Ms. Dively. Mr. Parker, Ms. Stults, Ms. Scott, Ms. Dively, Mr. Wynn, Ms. Armstrong, and Ms. Ballard voted ‘aye’. Motion approved.

Old Business: 

Administrative Assistant stated that there will be a Historic Preservation Commission meeting at the end of June for a Certificate of Appropriateness for 124 N Randolph.

Adjournment: 

Ms. Stults motioned to adjourn. Motion was seconded by Mr. Parker. Voice call: unanimous ‘aye’.
