City of Bushnell City Council met Oct. 21.

Here are the minutes provided by the council:

Mayor Wilt called the meeting to order

The Pledge of Allegiance to the Flag was given.

Roll Call

Ald. Donna Coates -A     Ald. Greg Yocum -P 

Ald. Lisa Webb -A           Ald. Stacey Allen –P 

Ald. Kim Havens -P         Ald. Mike Burkholder –P 

Ald. David Norton -P        Ald. Mike Baker -P 

Mayor Robin Wilt -P 

Utility Manager Joe Fosdyck - P

City Clerk Teresa Ebbert - P 

Police Chief Justin Hood-P

Treasurer Betsy Rench –P 

Street Superintendent David Raymond-P

City Attorney Nick Tinsman-A

Mayor Wilt appointed Carla Promisson as Ald. Ward 2, to take over the vacancy left by Donna Coates. City Clerk Teresa Ebbert swore her in.

Treasurer

*City Treasurer Betsy Rench stated she will be starting to work on the Tax Levy.

*The auditors are still working on the audit

Consent Agenda

Ald. Yocum made a motion to approve the consent agenda which includes.

  1. Approval of Minutes from October 7, 2024
  2. Accept August Financial Report
Ald. Norton seconded the motion. A roll call vote was taken with the results as follows:

Ald. Webb absent        Ald. Allen “aye”

Ald. Havens “aye”       Ald. Burkholder “aye”

Ald. Norton “aye”        Ald. Baker “aye”

Where upon Mayor Wilt declared the motion carried.

Ad hoc (Mayor’s Report)

*Mayor Wilt thanked those that attended the IMA Visit to Marshalltown Hammer on 10/9.

*Time Sheets due no later thank 10/30 at 8 a.m.

*Trick or Treating Hours 6-8 10/30 & 10/31

*Flu shots for employees 10/30 12:30 -1:30 at Police Complex

*Light Parade n 12/7 6 p.m. Please participate if able.

Personnel/Finance/Budget

Ald. Norton made a motion to compensate all elected officials with a 25% raise starting on May 1, 2025. Ald. Yocum seconded the motion. A roll call vote was taken with the results as follows:

Ald. Havens “aye”    Ald. Burkholder “aye”

Ald. Norton “aye”     Ald. Baker “aye”

Where upon Mayor Wilt declared the motion carried.

Public Works

*IMEG to pursue Grant Monies to complete the Lead Line Service Survey

*Public Works Supervisor to review Residential complaints

Police/Liquor/ESDA

*Liquor License for Family Dollar – tabled until committee meets.

*Jeff Rench from ESDA is looking into the new system to trigger the storm sirens.

Parks/Recreation/Real Estate

*Nothing to report

Engineering Report

*IMEG has started to Water Source Protection plan report for the IL EPA.

*They will start putting bid documents together for bids for removal of biosolids for the West Treatment Plant.

Economic Development

*Ald. Allen stated that Julie Blout has purchased Hydrangeas from Harts to put at the Depot in honor of Debbie Klinedinst.

*Next meeting 10/28, 4:00 @ Depot

Attorney’s Report/Ordinances & Resolutions

*Nothing to report

Ald. Allen made a motion to adjourn
