City of Bushnell City Council met March 24.

Here are the minutes provided by the council:

Mayor Wilt called the meeting to order

The Pledge of Allegiance to the Flag was given.

City Treasurer Betsy Rench stated budget talks have begun. Thank you to Utility Supervisor Joe Fosdyck for the handrail in front of City Hall.

Ald. Havens made a motion to approve the consent agenda which includes.

-Wednesday, March 26, 2025 is the bid opening at City Hall for sludge removal in East/West Lagoons.

-Thursday, March 27, 2025 in Macomb City Hall is the Reaffirmation of 10 Principals.

-Wednesday, April 16, 2025 2:30-4:30 pm at Bushnell Methodist Church, “it’s Not Just About the Lamb”

-Tuesday, April 22, 2025 Panel @Western Illinois Museum on grocery deserts

-Mayor suggests all committee minutes to be sent, not only to City Clerks office, but to all council members each month for better communication.

Ald. Havens made a motion for the purchase of Water membrane for Bushnell’s Water Plant for the cost of $48,071 plus shipping. Ald. Allen seconded the motion. A roll call vote was taken with the results as follows:

Ald. Havens presented the minutes for the Public Works committee meeting from Thursday, March 20, 2025 which included the following items.

-Discussion on garbage contracts renewal or out for bid.

-Megan Crook with IMEG will touch base with WIRC about the Grant for Lead Line service agreement from house-to-house survey.

-Yard waste site summer hours are Wed. and Thurs. 4:00 to 7:00 p.m. and Saturday 9:00 am to 2:00 pm.

-Car Wash owners Rod and Ginger Byers attended to discuss extension of a semi bay upgrade.

-City uniforms and supply dealer will be reviewed.

-The City is still waiting on EPA permits for Washington Street Storm Sewer project.

-Street superintendent David Raymond reported tree cutting has begun.

Ald. Webb presented the minutes for the Police and Liquor Committee meeting from Tuesday, March 4, 2025 which includes the following

-Discussion of contractor’s access to the City yard waste dump will continue at the next meeting.

-Special Fundraiser event license was issued for the Bushnell Fire Department for April 5 2025

-Budget review and future police expenditure requests

-Discussion of UTV use in town was tabled.

-Dangerous Dog Ordinance will be worded for next council meeting per Chief Justin Hood.

-Next meeting will be April 14, 2025 at 4:30 pm at the Municipal Complex

ESDA Director Jeff Rench would like to report the following.

-Macomb 4-H center on Tuesday April 1, 2025 6:00 – 8:00 pm is a Storm awareness class

-the Sheboygan Siren repair company will be back in town soon to test sirens on April 4, 2025.

-Fire & Rescue Department Fundraiser on April 5, 2025 8:00 pm at the Bushnell Cultural & Recreational Center.

Ald. Promisson has emailed a committee report from meeting held March 5, 2025 at 5:00 pm which includes:

-Historical Society extension of 6 month for storage use, was given until end date of September 1, 2025 attended by Mayor Wilt.

-Assembly of God requests East Park use for Community VBS on June 2 to June 5, 2025.

-Bushnell Cultural & Recreational Center is reviewing Fire Alarm System installed in 1975. Utility Manager Joe Fosdyck is requesting bids on the materials, however our Electrical department maybe able to install the new system. WIRC will be contacted to see if there are grants available for this work.

-Direct Fitness Solutions repaired a Treadmill which was out of service.

The City Engineer, Megan Crook with IMEG, reiterated the bid opening will be Wednesday for dredging and sludge work. Correspondingly, she will be addressing the other items needed to place the city in compliance, with a whole inclusive plan. Also, she presented a IMEG agreement for 2025 Engineering services for Miscellaneous small project calls for the year to be signed by the mayor, which was approved by general consensus.

Ald. Allen discuss the cleaning and return policies for the Depot with the City Clerk Teresa when she returns. The Economic Development next meeting is April 28, 2025 4:00 pm at the Depot.

Ald Webb made a motion to pass ordinance 2025-04 authorizing the execution and implementation of Natural gas all re-requirements sales agreement with the Illinois Public Energy Agency. Ald. Havens seconded the motion. A roll call vote was taken with the results as follows:

Recognition of guest included Jim Martin, who had a list of requests or suggestions for the city. He also thanked the city for the sidewalk work outside his home.

Ald Webb made the motion go into Executive Session for a) appointment, employment, compensation and discipline performance or dismissal of an employee of the public body or legal counsel for the public body, pursuant to Sec. 2 © (1) of the open meetings Act. Ald. Allen seconded the motion. Ald. Allen seconded the motion. A roll call vote was taken with the results as follows:
