McDonough County Board Finance Committee met June 14.

The monthly Finance Committee meeting was held on Wednesday, June 14, 2023 at 7:00 p.m. The meeting was held at the McDonough County Courthouse, Courtroom 201. Committee members present were Chair Travis Hiel, Vice Chair Larry Aurelio, Letha Clark, Dave Cortelyou, Mike Cox, Joe Erlandson, and Dave Nissen. Others in attendance included State’s Attorney Matt Kwacala, Assistant State’s Attorney Susan Maxwell, Macomb City Attorney Lisa Scalf, County Chair Scott Schwerer, and County Clerk Gretchen DeJaynes.
Chair Hiel called the meeting to order at 7:00 p.m.
Review and Approve Minutes from May 10, 2023
Member Nissen moved with a second by Member Clark to approve the minutes as submitted. Motion carried on a voice vote.
MCPT Report Review & Approval
The monthly invoice for May, 2023 was reviewed. Member Cortelyou moved with a second by Member Erlandson to approve the MCPT invoice in the amount of $1,117.50 for May, 2023. Motion carried on a voice vote.
Bushnell Senior Meals Report Review & Approval
The monthly invoice for May, 2023 was reviewed. Member Clark moved with a second by Member Cortelyou to approve the YMCA invoice in the amount of $1,312.78 for May, 2023. Motion carried on a voice vote.
Coroner Report
The monthly Coroner Report was received and filed.
Monthly Financial Reports
The monthly Financial Reports were received and filed.
Transfer of Funds
None.
Warrants Issued in Vacation
Member Erlandson moved with a second by Member Cortelyou to approve the Warrants Issued in Vacation. Motion carried on a voice vote.
Insurance Update
None.
Discuss ARPA Funds Action
Member Cox informed the Committee that there will be a pre-bid meeting on June 20th at 11:00, and bid opening will be July 11th at 11:00. They will look into the costs of the new election equipment, body cams, and Health Insurance to see about using ARPA funds for reimbursement.
Approve Resolution Concurring in the Amendment of the Macomb/Bushnell Enterprise Zone Within McDonough County, Illinois
City Attorney Lisa Scalf gave an overview of the downtown TIF. This will be sent to the full Board meeting on June 21 for approval.
Matt Kwacala, State’s Attorney – Add Additional Assistant State’s Attorney State’s Attorney Kwacala asked the Committee for the additional funds to hire a third Assistant State’s Attorney. He would hire with a starting salary between $60,000 and $80,000.
Member Cortelyou moved with a second by Member Erlandson to allow a third Assistant State’s Attorney with a salary cap. Motion carried on a voice vote.
Approval of Claims
Member Clark moved with a second by Member Cortelyou to approve the Claims as submitted. Motion carried on a voice vote.
