Mayor Wilt called the meeting to order

The Pledge of Allegiance to the Flag was given.

Consent Agenda

Ald. Norton made a motion to approve the consent agenda which includes.

1. Approval of Minutes from August 21, 2023

2. Approve July Financial reports

Ad hoc (Mayor’s Report)

*Mayor Wilt encourages the community to support Bushnell Market, the town would be lost without it.

*Homecoming Parade is September 15, with the game on the 16th.

Public Works

Ald. Norton made a motion to hire Sean Link full time. Ald. Havens seconded the motion. A roll call vote was taken with the results as follows:

Police/Liquor/ESDA

*Tammy/Larry James are having an issue with the tenants next door parking in front of their store. There is supposed to be a sign stating two-hour parking. They should be parking

Across the street.

*Officer Hood stated that the police department will be doing 12-hour shifts.

*Jeff Rench with ESDA stated the CPR class on September 7, 2023 is full.

Real Estate/Parks/Recreation

*Ald. Webb reported that the copper pipes in the rear water closet at the Rec. Center are leaking. Ace Hardware is getting the committee an estimate for PEX piping throughout.

*Ald. Webb stated they are still waiting for approval of the permit from the EPA for the Splash Park.

*The committee wants to thank Steve Walters for going out and repairing the windows in the fitness room during a rain storm.

Engineering Report

*Nothing to report

Economic Development

*Ald. Allen stated they are planning a “Let the Sparks Fly” fundraiser for the Fireworks Display. The event will be in February at the Rec. Center with a Band for entertainment.

Attorney’s Report/Ordinances & Resolutions

Ald. Norton made a motion to pass Ordinance 2023-4 Stop Sign Locations. Ald. Webb seconded the motion. A roll call vote was taken with the results as follows:

Ald. Norton made a motion to pass Ordinance 2023-5 Revised Fence Permits. Ald. Havens seconded the motion. A roll call vote was taken with the results as follows:

*The council agreed with general consensus to Railway-Highway Agreement.

Ald. Norton made a motion at 6:10 to enter into Executive Session for a) Appointment, employment, compensation, discipline, performance or dismissal of an employee of the public body or legal counsel for the public body, pursuant to Sec. 2© (1) of the Open meetings Act. B)Collective Bargaining matters between the public body and its employees or representatives, or deliberations concerning salary schedules for one or more classes of employees, pursuant to Sec. 2 © (2) of the open meetings act. Ald. Havens seconded the motion. A roll call vote was taken with the results as follows:

Ald. Norton made a motion to make Officer Hood , Interim Police Chief with a $5.00 and hour raise. Ald. Webb seconded the motion. A roll call vote was taken with the results as follows:
